Leidos QTC Health Services seeks an Internal & Program Communications Manager to join our Communications team. The Internal & Program Communications Manager is a senior communications leader responsible for leading internal, change, and program communications initiatives in support of enterprise transformation and major business priorities. Reporting to the Senior Director, Communications, this role provides dedicated leadership oversight of internal and program communications, ensuring alignment with business objectives and disciplined execution across the organization. The position manages two direct reports and partners closely with program and functional leaders during periods of organizational change.

Preferred work location is Leidos Global HQ in Reston, VA or San Antonio, TX

Essential Duties and Responsibilities

Internal Communications Strategy & Execution

  • Own and lead the internal communications strategy aligned to enterprise priorities.
  • Set direction and accountability for enterprise announcements, leadership updates, and organizational change messaging.
  • Define and oversee a strategic multi-channel internal communications approach across intranet, mobile, and emerging platforms.
  • Serve as functional owner of intranet strategy, governance, and content standards.
  • Direct and develop the Internal Communications Specialist, ensuring disciplined execution and publishing cadence.
  • Partner with External Communications leadership to ensure cohesive enterprise messaging across internal and external audiences.
  • Establish and monitor internal communications metrics to measure effectiveness and drive continuous improvement.
  • Serve as primary communications liaison to enterprise communications partners to align internal messaging, campaign cadence, and strategic initiatives.

Change Communications

  • Lead development and execution of structured change communications plans tied to transformation initiatives
  • Partner with business leaders to support organizational readiness and adoption.
  • Translate complex operational changes into clear communication strategies.
  • Measure effectiveness and refine messaging based on impact and feedback.

Program Communications

  • Lead communications planning for major programs
  • Develop measurable communications plans aligned to program priorities
  • Partner with program leadership to support milestone communications and executive visibility
  • Ensure consistency of program messaging across internal and external audiences

Senior Leader Communications Support

  • Partner with functional and program leaders to develop internal messaging aligned to enterprise strategy.
  • Develop structured messaging materials, FAQs, and talking points to support leadership communications.
  • Support cascading communications from executive leadership to broader workforce.
  • Ensure consistency and clarity across leadership messaging during periods of change.

HR Communications Oversight

  • Provide strategic oversight of HR communications planning and workforce messaging.
  • Direct the HR Communications Specialist in development and execution of structured communications plans tied to policy changes, workforce initiatives, and enterprise priorities.
  • Advance HR communications tools, processes, and governance to improve clarity, consistency, and effectiveness.
  • Establish repeatable cadence, templates, and measurement frameworks to support HR initiatives.
  • Ensure HR communications are aligned with enterprise narrative and change strategy.
  • Identify opportunities to modernize channels and improve workforce engagement practices.

Team Leadership & Governance

  • Manage and develop Internal Communications Specialist and HR Communications Specialist.
  • Establish priorities, integrated planning processes, and performance expectations.
  • Provide coaching, feedback, and performance management.
  • Reinforce governance standards and alignment with corporate messaging principles.

Required Qualifications

  • Bachelor’s degree in Communications, Public Relations, Marketing, or related discipline (or equivalent experience).
  • 10+ years of progressive communications experience, including internal, program, or change communications.
  • Demonstrated experience leading communications initiatives tied to organizational change, transformation, or complex programs.
  • Experience partnering with senior leaders and cross-functional stakeholders to align messaging and priorities.
  • Strong strategic planning, writing, and editorial judgment with the ability to shape messaging at both executive and workforce levels.
  • Proven ability to manage multiple complex workstreams simultaneously and deliver measurable outcomes.
  • Demonstrated people leadership experience, including coaching and performance management of direct reports.
  • Executive presence and ability to operate with sound judgment in high-visibility environments.

Preferred Qualifications

  • Experience in healthcare, federal contracting, or other regulated industries.
  • Experience designing and implementing structured change communications strategies.
  • Familiarity with digital internal platforms (e.g., intranet, collaboration tools) and communications analytics.
  • Experience coordinating communications across multi-program, multi-stakeholder, or partnership environments.
  • Demonstrated ability to build scalable communications processes and governance frameworks.

This role may fall under the Service Contract Act (SCA), a federal law which provides for a U.S. Department of Labor-prescribed minimum prevailing rate of pay and certain benefit levels.
