JTDC - Administrative Analyst II - Advocate and Compliance Analyst

• Performs quality assurance functions relative to performance-based standards, national standards, federal mandates, and state standards.
• Monitors and reports the status of compliance with Illinois Juvenile Detention Standards (IJDS) and prepare audit materials for the annual inspection.

• Conducts due process hearings for residents charged with rule violation reports in accordance with policy and procedure, juvenile rights (e.g. advocates), and federal mandates:

• Renders judgments, document rationale, and utilizes a continuum of alternative sanctions that include principles of a balanced and restorative process
• Develops and utilizes alternative sanctions to confinement
• Identifies and reports issues regarding the timely submission and scheduling of rule violation hearings
• Attends court and provides testimony as required
• Monitors and reports trends concerning non-compliance for further action
• Communicates effectively with supervisor regarding due process trends, issues, or problems
• Attend ECRC and DPRC committee meetings.

• Monitors and reports on the performance of assigned JTDC Departments, Centers, and Divisions on specific identified goals, objectives and outcome measures.
• Serves as an advocate for JTDC resident as it relates to their juvenile rights, progress, placement options, family needs issues, and disciplinary hearings.
• Monitors and reports employee compliance with JTDC policies and procedures.
• Prepares and submits quarterly status reports to the Deputy Executive Director of RAQL
• Participates in and/or facilitates JTDC meetings and workgroups as assigned.
• Assist with monthly inspection for safety, sanitation and health to ensure compliance with Health Department regulation.
• Conducts and documents monthly facility inspections as assigned
• Maintains awareness of applicable standards, statutes, and case law that may impact the operation of juvenile detention facilities.
• Reviews JTDC Incident Reports for areas of concern and compliance.
• Provide support in developing, maintaining, and review of policies and procedures governing the operation of the facility.
• Performs other duties as assigned.

• A Bachelor’s degree from an accredited college or university in Business Administration, Criminal Justice, Psychology, Social Work, or related social service field.  Master’s degree preferred.
• Minimum of 3 years’ experience in the field of juvenile justice, criminal justice, social services or human services.
• Knowledge of professional standards in relation to the operation of juvenile and correctional facilities.

• Experience implementing quality assurance programs in the public or private sector preferred.
• Experience in conducting program evaluations preferred.

• United States citizenship.

• 21 years of age at the time of application submission.

• Possess excellent written communication skills:  reports, program evaluations, program manuals, etc.
• Possess excellent oral communication and presentation skills.
• Ability to work effectively and professionally with others.
• Open availability including weekends and holidays for the ability to work the hours necessary to maintain the operation of the facility.
• Possess outstanding organizational skills, and be able to multitask to meet established time lines.
• Ability to conduct effective training sessions and meetings as needed.

• Demonstrates proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
• Bilingual communication skills preferred.
• Familiarity in Microsoft Dynamics CRM preferred.

• Exposure to resident behavior problems that may include physical acting out and require safe physical management skills.
• Exposure to residents with complex mental health issues and/or disorders.
• Exposure to youth with various states of cleanliness and hygiene.
• Exposure to various health related conditions or residents of a communicable nature which requires precaution and adhering to medical instruction.
• Exposure to communicable diseases of youth.

• Ability to sit at a desk for a large portion of the day.
• Extensive reaching, bending, and moving of objects up to 20 pounds to organize and place in files.
• May require periods of walking throughout the facility.
• May require periods of standing.
• Ability to effectively operate and utilize a computer.
• Must be able to work longer hours based on departmental needs.

• Illinois residency obtained within 90 days of date of hire.
• Pass a pre-employment drug screen and background check including but not limited to LEADS, CANTS, and professional references.
• A result of negative from the Illinois Department of Children and Family Services (DCFS) Child Abuse Registry.
• Pass required and nationally recognized written examination for direct care positions.
• Pass Microsoft Excel testing as an Intermediate level user.
• Meet additional minimum requirements for eligibility established by the Administrative Office of the Illinois Courts (AOIC).
• Must pass Prison Rape Elimination Act (PREA) screening requirements.
