Job Description

The Knowledge Management Specialist operates the program's centralized knowledge repository and keeps it useful, current, and safe to publish from. ACF requires a centralized capability to disseminate technical assistance resources: curricula, training materials, toolkits, webinars, recorded training, implementation guides, frequently asked questions, promising practices, lessons learned, research translations, and case studies, posted to a central resource system and to internal or external portals as the COR directs. Nothing may be posted until it has passed privacy, accessibility, records, and disclosure review, and nothing posted may identify a participant, a site, or a family. The specialist owns the taxonomy, metadata, content governance, versioning, and records practices behind the repository, captures lessons learned across the program, and prepares the Final Knowledge Repository and the transition assets ACF receives at the end of the contract.

Responsibilities

•Operate and administer the centralized knowledge repository and any internal or external portal used to disseminate technical assistance resources, including content organization, search, user roles, and day to day publishing (RFQ Task 7.1).
•Work with the COR and the program team to identify the resources to be posted, whether developed by the program or by other entities, and manage their intake.
•Design and maintain the taxonomy, metadata standard, tagging rules, and search configuration so that grant recipients, youth serving professionals, and ACF staff can find what they need.
•Run the review ACF requires before anything is posted to a repository, portal, or public facing site: confirm the material contains no PII, PHI, CUI, or sensitive youth information, no copyrighted content without permission, and nothing that could identify a participant, site, or family, and route the accessibility portion to the Section 508 Accessibility Specialist (RFQ Task 7.2).
•Govern the content lifecycle: intake, review, approval, publication, version control, periodic currency review, and retirement, with an audit trail that shows who approved what and when.
•Apply federal records management requirements to repository content and program records, including retention and the return, transfer, or destruction of Government information as the Government directs (RFQ Section 4.0).
•Archive performance measures data and supporting documentation as Task 6 requires, in coordination with the Cloud / Solution Architect and the ATO / RMF Lead on access and retention controls.
•Capture lessons learned and promising practices from program delivery, youth engagement, training, and performance measurement activities, curate them into usable resources, and keep them current.
•Draft and maintain the Knowledge Management Plan, due six months after the effective date of the contract, and report repository usage, content additions, and currency in the monthly progress report.
•Provide user guidance, quick reference material, and support so grant recipients and partners can use the repository and submit resources.
•Prepare the Final Knowledge Repository deliverable and the knowledge transfer assets for the Final Transition Plan and the Sustainability and Transition strategy, so that ACF receives a complete, organized, documented, and usable knowledge base (RFQ Task 8).

Required qualifications

•Bachelor's degree.
•At least 5 years in knowledge management, content management, or digital library work, including operating a repository or portal used by people outside the organization.
•Taxonomy and metadata design, tagging, and search configuration.
•Administration of a content management or collaboration platform such as SharePoint, Drupal, or an equivalent, including user roles and version control.
•Working knowledge of federal records management requirements.
•Ability to prepare accessible documents and to recognize content that needs privacy or disclosure review before publication.
•Strong editing and organization skills and the ability to work with subject matter experts who aren't content professionals.
•Public Trust Tier 2 clearance, held or obtainable.

Desired qualifications (CDIT additions, not conditions of the subcontract)

•Certified Knowledge Manager (CKM) or an equivalent credential.
•Experience supporting a federal technical assistance or resource center, preferably at HHS or an HHS operating division.
•Experience with resources for youth serving, public health, or human services programs.
•Experience with search platforms and usage analytics for a content repository.
•Experience producing a transition package or knowledge base handover at the end of a federal contract.

•Review records, kept before publication, for every resource posted (Task 7.2).
