Job Description

Basic Purpose

Positions in this job family are assigned responsibilities involving the operation and administration of the OLETS message switching system, audits of telecommunications procedures used by local, state, and federal law enforcement and criminal justice agencies, providing technical and administrative support to OLETS, or similar duties and responsibilities.

Typical Functions

The functions performed in this job family will vary by level, unit and organization, but may include the following:

  • Operates and maintains the Oklahoma Law Enforcement Telecommunications message switching system for the exchange of information between law enforcement and criminal justice agencies and the National Crime Information Center (NCIC), National Law Enforcement Telecommunication Systems (NLETS), the Oklahoma State Computer Files (SCOM), the Oklahoma State Bureau of Investigation (OSBI), and the Tax Commission Vehicle Registration Files (VREG); employs system resources to maintain operations at an acceptable level in accordance with applicable memoranda, manuals, procedures and rules; interprets and applies technical documentation related to terminal and peripheral equipment.

  • Monitors, tests and evaluates data communication circuits and peripheral equipment, isolates trouble on data communication circuits using diagnostic testing equipment; performs problem isolation or repair functions on the network or reports problem to proper vendor for resolution; consults with data communication/processing personnel concerning software or hardware changes; makes minor modifications to vendor customized software programs.

  • Conducts audits of federal, state, and local law enforcement and criminal justice agencies accessing the OLETS network; reviews agency records; documents system transactions; interviews agency personnel to ensure compliance with rules, regulations, and procedures of NCIC, NLETS, OSBI, SCOM, and VREG; documents audit findings; completes investigations regarding misuse or criminal violation of prescribed state/federal laws, rules, or regulations with respect to these data bases and the OLETS Network.

  • Provides technical and administrative support to local, state, and federal law enforcement and criminal justice agencies in the use of information derived from OLETS; reviews information in the various data bases for completeness and accuracy; corrects errors and advises appropriate agency of corrections; gathers and summarizes information and data for the preparation of correspondence and reports.

  • Monitors messages received from law enforcement and criminal justice agency terminal users for compliance with OLETS, NCIC, NLETS, OSBI, SCOM, and VREG rules and regulations; researches criminal history information as required and locates and retrieves messages from the system.

  • Makes and receives telephone requests from user agencies regarding equipment use, message preparation and information accessed from the OLETS, NCIC, NLETS, OSBI, SCOM, and VREG data bases; logs and enters user errors and other incident reports.

Level Descriptor

Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.

This is the specialist level of this job family where employees are assigned responsibilities involving advanced level technical work in the operation or maintenance of equipment in the OLETS message switching system, audits of telecommunications procedures used by local, state, and federal law enforcement and criminal justice agencies, providing technical and administrative support to OLETS, or similar duties and responsibilities. This may also include responsibility for providing technical supervision, training, or assistance to other Telecommunications Specialists in completing assigned duties and responsibilities.

Education and Experience

Education and Experience requirements at this level consist of six years of experience as a telecommunications dispatcher in a law enforcement telecommunications system or as a network specialist in a data communications system or an equivalent combination of education and experience, substituting the completion of six hours of computer science coursework for each year of the required experience with a maximum substitution of 18 semester hours.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills and Abilities required at this level include knowledge of telecommunications center operations; of the techniques and principles of telecommunication systems, data communication networks and message switching systems; of telecommunication systems software and hardware capabilities; of agency policies and procedures; and of proper telecommunication procedures.

Ability is required to express ideas clearly and concisely, both orally and in writing; to establish and maintain effective working relationships with others; to maintain operating efficiency under stressful conditions; to identify problems and recommend solutions; to work independently and determine appropriate solutions to any problems; to analyze and resolve complex systems problems; and to provide training and assistance to others in completing various work assignments.

Special Requirements

This position is located in the OLETS Network Operation Center (NOC) and is considered essential staff. The NOC is manned 24/7/365 and shift work is mandatory.

Applicants must be an OLETS certified terminal operator or obtain operator certification before completion of the probationary period.

Applicants must be willing and able to perform all job-related travel associated with this position and be willing and able to work irregular hours, i.e., rotating shifts.qw

At a minimum applicants must pass a thorough character and background investigation including the submission of fingerprints, as well as any physical, psychological, drug screen or other evaluation required by the Department of Public Safety.

The Department of Public Safety has determined that some positions in this job family are safety sensitive as defined by 63 O.S. § 427.8.
