The Boeing Company is currently seeking a Lead Information Technology Project ManagementSpecialist to join the team in Seattle, WA; Hazelwood, MO; North Charleston, SC; Plano, TX; Ridley Park, PA; or Seal Beach, CA. 

We’re building an Artificial Intelligence (AI) enhanced, Cloud Service Provider (CSP)-agnostic managed cloud platform serving defense and commercial programs across Amazon Web Services (AWS), Azure, and Google Cloud, organized into seven service lines under three pillars: Modernize, Run, Operate. This individual will drive the integrated execution across those services ensuring coordinated, timely delivery of platform capabilities, rather than managing a single-product project.

You will own the integrated program plan, cross-team dependencies, delivery cadence, and risk mitigation, acting as the execution counterpart to the Lead Product Manager and reporting to the Senior Manager, Cloud Platform Product & Strategy. This role is for a builder who turns multi-service strategy into shipped product, coordinating platform engineering, security, product managers, and critical pipeline integrations.

Position Responsibilities:

  • Own the integrated program plan across all seven platform service lines, managing cross-service dependencies, sequencing, and critical path analysis from design through production deployment

  • Serve as the execution counterpart to the Lead Product Manager for the managed cloud platform

  • Translate product priorities and cross-pillar arbitration decisions into an executable integrated plan with clear milestones, owners, and decision gates

  • Stand up and run the program governance cadence, sprint reviews, milestone readiness gates, technical review boards, investment reviews, and executive steering committee briefings

  • Drive the platform from design concept through requirements definition, architecture, and into an executable roadmap with clearly defined workstreams, owners, milestones, and decision points

  • Coordinate across pillar product managers (modernization, runtime platforms, and operations) and the two senior managers (compliance/Financial Operations (FinOps) and adoption/change management) to ensure roadmap alignment, resolve priority conflicts, and enforce shared standards

  • Manage the platform's pilot program execution

  • Identify candidate programs (one defense, one commercial), define success criteria, instrument measurement, and produce the results package that informs the enterprise-wide scale decision

  • Coordinate cross-portfolio dependencies between the managed cloud platform and the Development, Security, and Operations (DevSecOps) & Continuous Deployment portfolio ensuring the enterprise Continuous Deployment (CD) pipeline integrates with managed runtimes and that deployment sequencing accounts for both portfolios' timelines

  • Coordinate with the platform experience function (onboarding and migration journey) to ensure that program onboarding is sequenced with platform capability readiness, a program cannot onboard to a capability that hasn't shipped

  • Track and report on program-level Key Performance Indicators (KPIs) that span individual services, time from concept to pilot-ready, time-to-Authority to Operate (ATO) for onboarded programs, platform adoption rate, aggregate cost avoidance, control inheritance percentage, and customer satisfaction

  • Manage external consultant and vendor engagements including workshop facilitation, architecture deliverables, and implementation support working with the senior manager who owns vendor management to ensure engagements deliver on scope, schedule, and quality

  • Identify and mitigate cross-cutting risks, staffing gaps, technology dependencies, compliance timeline pressures, Content Security Policy (CSP) roadmap changes, architecture team capacity, and sovereign/disconnected region deployment constraints

  • Ensure feature parity and deployment sequencing across commercial cloud, government cloud Impact Levels 4 and 5 (IL4/IL5), and sovereign/air-gapped environments where deployment logistics are fundamentally different

  • Build and maintain the Responsible, Accountable, Consulted, and Informed/ Driver, Approver, Contributors, and Informed (RACI/DACI) framework that defines decision rights across platform engineering, product management, architecture, security, and program customers

  • Communicate program status, risks, and decisions to executive leadership with clarity and precision, translating technical complexity into business impact language

Basic Qualifications (Required Skills/Experience):

  • 10+ years of experience working as a technical program manager

  • 5+ years of experience leading or managing integrated or technical projects or teams across multiple computing platforms and organizations

  • Experience working with and managing different teams, including project stakeholders, value streams and industry partners and help resolve any issues that occur

  • Experience designing and implementing scalable computing infrastructure for data solutions, including cloud architectures (AWS, Azure, Google Cloud)

  • Experience do you have with cloud security frameworks and compliance standards such as National Institute of Standards and Technology (NIST), Federal Risk and Authorization Management Program (FedRAMP), Department of Defense Security Requirements Guide (DoD SRG), and Defense Information Systems Agency Security Technical Implementation Guides (DISA STIGs)

Preferred Qualifications (Desired Skills/Experience):

  • Project Management Professional (PMP), Program Management Professional (PgMP), SAFe Practice Consultant (SPC), or equivalent certification

  • Experience managing external consulting engagements (e.g., Accenture, Deloitte, Booz Allen) through workshops, architecture deliverables, and phased implementation plans

  • Experience with program management frameworks including SAFe, RACI/DACI, technical review boards, investment gate processes, and Objective and Key Result (OKR)/KPI governance

  • Experience with written and verbal communication skills, with the ability to brief Vice President (VP)-level and Chief (C)-level executives on program status, trade-offs, and funding decisions

  • Experience in Aerospace & Defense, with direct exposure to programs operating across commercial, government, and classified/sovereign environments

  • Experience in platform engineering or developer platforms, understanding how internal platforms are consumed as products by application teams

  • Experience driving a platform initiative from initial concept or pilot through enterprise-wide adoption and steady-state operations

  • Experience with FinOps practices, cloud cost management, and chargeback/show back models for internal platform services

  • Experience coordinating across multiple product portfolios with independent product owners and shared integration dependencies

  • Experience with DevSecOps toolchains and Continuous Integration/Continuous Deployment (CI/CD) pipeline architecture, enough to manage dependencies between platform delivery and deployment pipeline delivery
