Job Description

The Licensing Specialist is responsible for the administration of all aspects of the business licensing program. Responsibilities includes providing customer service, reviewing and processing business and regulatory license applications and renewals, maintaining licensing records, collecting fees, and ensuring compliance with municipal codes and state regulations. Additional responsibilities include issuing special permits for parades and fireworks, providing notary services, and providing back up customer service support to the Community Development Department as needed. The hiring range for this full-time, non-exempt position begins at $25.00 per hour (DOQ).

Position Responsibilities

Business and Regulatory Licensing. Issues all new and renewal business and regulatory licenses. Ensures all information is entered into the licensing database promptly and accurately. Prepares all renewal notices and past due notices, including updating business information, processing payments, and mailing licenses.

Customer Service. Provides citizen and customer assistance at the counter and by telephone specific to business licensing. Provides back-up customer service support to the Community Development Department as needed. Makes referrals to outside individuals or agencies as appropriate.

Notices, Permits and Licenses. Provides information about licenses for occupational tax and other regulatory licenses and permits. Issues CMB permits, Extension of Premise permits, Parade permits, Fireworks permits, Temporary Alcohol permits, City Sponsored Event permits, and all other special use permits. Routes to proper authority for approval, tracks return of application, and forwards to City Clerk for City Council action. Issues permits and licenses following required approvals to requesting parties. Manages the process for Massage Therapist licenses.

Accounting and Financial. Receipts City revenue specific to business licensing. Retrieves, processes, and balances online payments.

Reports and Agreements. Ensures records are imaged correctly. Develops and maintains accurate and up to date records management specific to the Licensing function. Tracks and maintains annual Tow Service Provider Agreements and maintains the Tow Service Provider Rotational List for the Police Department. Prepares check request and quarterly Cereal Malt Beverage (CMB) report for the State of Kansas.

Administration. Maintains files and filing system for business licenses. Retrieves voicemails and e-mails left after hours specific to business licensing and responds to them in a timely manner. Provides notary services to City staff and the general public.

Insurance. Tracks and maintains current insurance certificates for Solid Waste Carriers, Tree Contractors and Tow Service Providers.

Bankruptcy Notices. Accepts bankruptcy notices and distributes to the appropriate departments. Maintains the bankruptcy filing list.

Minimum Qualifications

  • High school diploma or the equivalent is required. Additional coursework in business related subjects is preferred.
  • Three (3) years experience in office work involving public contact.

Work Schedule

This is a full-time, non-exempt position that generally works regular office hours, Monday through Friday, 8:00 a.m. to 5:00 p.m. Flexibility to work an alternate schedule or work remotely one time per week may also be available. Attendance at seminars and/or conferences may be required.
