Job Description:

The primary function of this position is to inspect, troubleshoot, repair, and maintain all Correction Facilities' HVAC, refrigerant systems, and commercial kitchen appliance systems within Monroe County jail facilities. This role supports safe and efficient operations by ensuring reliable performance of climate-control, refrigeration, and food-service equipment in a secure environment.

ESSENTIAL JOB FUNCTIONS

  • Performs routine inspections, diagnostics, troubleshooting, and preventive maintenance on commercial HVAC, ventilation, and refrigeration systems.

  • Maintains, repairs, and installs mechanical, electrical, and refrigerant components.

  • Services and maintains chillers, boilers, rooftop units, split systems, air handlers, exhaust systems, control systems, and related equipment.

  • Performs minor repairs to ventilation systems and schedules ventilation and air-handler cleanings for Correction Facilities Buildings.

  • Inspects, maintains, and repairs commercial kitchen appliances, including ovens, steamers, dishwashers, ice machines, and walk-in coolers/freezers.

  • Performs minor general repairs, including carpentry, painting, and plumbing.

  • Conducts facility inspections to ensure compliance with ADA, OSHA, Florida Model Jail Standards, and County policies.

  • Keeps work areas clean, organized, and safe; uses safety signage and cones as required.

  • Checks, maintains, and ensures proper operation of tools and equipment in accordance with tool control procedures.

  • Performs daily monitoring of the Corrections Facilities Buildings Monitoring System (BMS).

  • Responds to BMS alarms during normal work hours and after hours.

  • Reviews and analyzes work orders to develop cost-effective and efficient plans for completion.

  • Completes purchase order requests, orders, and picks up parts, and maintains inventory.

  • Documents all maintenance activities, inspections, repairs, and parts usage per County procedures.

  • Assists with State-required smoke, fire, and egress testing in coordination with outside contractors.

  • Ensures all work complies with Monroe County policies, Florida building codes, and correctional facility regulations.

  • Coordinates effectively with facility management, detention staff, vendors, and contractors to perform work safely within secure environments.

  • Maintains strict tool accountability and adheres to all Detention Facility tool control procedures, ensuring tools are logged, tracked, secured, and never accessible to inmates.

  • Trains employees and oversees daily monitoring of work sites and work crews.

  • Acts in a supervisory capacity in the Supervisor's absence.

  • Responds to after-hours emergencies and maintenance requirements as needed.

  • Participates in planning system upgrades, replacements, and energy-efficiency improvements.

  • Responsible for personally knowing and following the County's Personnel Policies and Procedures, Administrative Instructions, Department Operating Procedures, and applicable Statutes and Regulations. Responsible for ensuring others also adhere to these standards.

  • Performs other related job duties as assigned.

  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.

QUALIFICATIONS

Education and Experience:

Vocational or Technical School; technical training in HVAC preferred. Three (3) years minimum of prior related work experience with commercial HVAC, refrigeration, and facility maintenance.

Special Qualifications:

Valid Florida Driver's License. EPA Refrigerant Certification required.

Knowledge, Skills, and Abilities:

  • Ability to work from a general outline of duties and responsibilities.

  • Ability to perform technical or trades-based work that requires a solid understanding of basic algebra and statistics, OR the use of heavy equipment. Some of the tasks performed include participating in data collection and detailed analysis; reporting on the accomplishment of specific departmental goals and tasks; OR operating or repairing heavy equipment (bulldozers, cranes, graders).

  • Ability to work in a responsive environment where co-workers or citizens bring problems for resolution.

  • Ability to determine problems and create individual solutions for issues.

  • Ability to work with less than ten co-workers who are mostly engaged in the same activities.

PHYSICAL DEMANDS

The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Additionally, the following physical abilities are required:

  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.

  • Crouching: Bending the body downward and forward by bending leg and spine.

  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture, by touching with skin, particularly that of fingertips.

  • Grasping: Applying pressure to an object with the fingers and palm.

  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.

  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.

  • Kneeling: Bending legs at knee to come to a rest on knee or knees.

  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of the upper extremities and back muscles.

  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.

  • Pulling: Using upper extremities to exert force in order to draw, haul, or tug objects in a sustained motion.

  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward.

  • Reaching: Extending hand(s} and arm(s} in any direction.

  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

  • Speaking: Expressing or exchanging ideas by means of the spoken word, including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.

  • Standing: Particularly for sustained periods of time.

  • Stooping: Bending the body downward and forward by bending the spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.

  • Talking: Expressing or exchanging ideas by means of the spoken word, including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

  • Visual Acuity: Have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.

  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
