Salary Range (Annually DOQ):

  • Management Analyst I - $80,403.03 - $107,741.09
  • Management Analyst II - $88,750.48 - $118,925.46

About the Opportunity

The City of Ventura is seeking a collaborative and analytical Management Analyst to join our Community Development Department. The ideal candidate will have experience in budgeting, accounting, contract and grant administration, financial forecasting, report writing, and delivering excellent customer service while supporting a variety of departmental projects and initiatives.

Key responsibilities include:

  • Conducts administrative studies, research, and data analysis to support departmental operations, program evaluation, and strategic initiatives; prepares reports and presentations for a variety of audiences.
  • Assists with the planning, implementation, and administration of programs, projects, policies, and procedures.
  • Administers and maintains departmental systems, databases, and websites.
  • Assists with contract development, negotiation, and administration.
  • Monitors budgets, expenditures, revenues, grants, and financial reporting; prepares purchase authorizations and budget-related documents.
  • Provides administrative support to department leadership by developing procedures, evaluating operational needs, and coordinating special projects and community meetings.
  • Collaborates with internal departments, external agencies, and community stakeholders to coordinate programs and initiatives.
  • Represents the department at meetings, conferences, and public events; researches legislation and communicates its potential impacts.
  • Delivers presentations and responds to technical inquiries, customer concerns, and public requests for information.
  • May supervise technical or administrative support staff and perform other related duties as assigned.

Minimum Qualifications – Required

A combination of experience and education equivalent to a bachelor's degree in business or public administration, or a related field, AND experience as follows:

Management Analyst I:

Requires one year of professional administrative/analytical experience OR one year of experience as a Management Technician II with the City of Ventura. Public sector experience is desirable. A master's degree, plus completion of an internship with a local

government agency, is also qualifying.

Management Analyst II:

Requires two years of experience equivalent to that of a Management Analyst I with the City of Ventura, performing a variety of professional support activities, preferably in a public agency.

Licenses and Certifications

Depending on assignment, possession of a valid California Class C driver's license may be required.

About the Department

The Community Development Department is responsible for guiding the City’s growth in a way that is safe, sustainable, and responsive to community needs. The department oversees planning and zoning, permit services, building and safety, code enforcement, housing, and redevelopment activities. Through these functions, Community Development ensures that new development and improvements to existing properties comply with City policies, zoning regulations, and building and safety standards.

Working collaboratively across divisions and with City leadership, commissions, and the public, the department supports economic vitality, protects neighborhood quality, advances affordable housing initiatives, and promotes long-term planning goals. Community Development plays a key role in shaping the built environment while balancing regulatory requirements, public safety, and community values.

While the Eligibility List for this classification may be used to fill other regular vacancies at the discretion of the City, this recruitment is specifically intended to fill the Management Analyst position within the Community Development Department. Candidates selected from the eligibility list will be considered for assignment to this department based on departmental needs and the candidate’s qualifications and experience.

Management Analyst is flexibly staffed and vacancies may be filled at either the I or II level, depending on individual qualifications and City needs. The level is determined by the complexity, difficulty and frequency of report writing, public speaking, oral presentations, research and analysis, policy recommendations, supervision of others, budgeting, direct personal contact, special projects, committee participation, decision making and strategic planning. Other factors which influence level include the degree of delegated authority and the incumbent's depth of knowledge of the specialized functions and operations of the departmental to which assigned.
