Job Description

The Manager, Construction Design Engineering will lead the design and permitting of all fiber infrastructure construction projects across the West Region. This leadership role is essential to the successful deployment of our fiber optic networks, including FTTx systems, in diverse municipalities and jurisdictions.

Duties / Responsibilities:

  • Lead and manage the design and permitting process for all fiber infrastructure construction projects in the West Region.
  • Provide strategic direction and oversight to engineering and design teams, ensuring alignment with company goals and timelines.
  • Collaborate closely with field teams to ensure design feasibility, construction readiness, and real-time feedback integration.
  • Foster a culture of accountability, innovation, and continuous improvement within the design and engineering group.
  • Coordinate with internal teams, external consultants, and permitting authorities to ensure timely and compliant project execution.
  • Develop and maintain project tracking systems to communicate design and permitting status to stakeholders.
  • Ensure all designs meet Hotwire Communications’ standards for fiber optic and FTTx architecture.
  • Navigate and manage the permitting requirements of various municipalities, counties, and state agencies, adapting to local regulations and processes.
  • Collaborate with construction managers, GIS teams, and legal departments to streamline workflows and resolve permitting challenges.
  • Represent Hotwire Communications in meetings with public agencies and utility partners.
  • Support budgeting and forecasting efforts related to design and permitting activities.
  • Perform other duties as assigned.

Minimum Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • Bachelor’s degree in engineering, telecommunications, or a related field (Master’s preferred).
  • Minimum 7 years of experience in fiber optic network design and permitting, with a strong focus on FTTx and fiber infrastructure.
  • Deep understanding of permitting processes across various jurisdictions, especially in western U.S. states.
  • Exceptional communication and organizational skills, with the ability to present complex information clearly to both technical and non-technical audiences.
  • Proficiency in design software (AutoCAD, GIS platforms) and project management tools.
  • Professional Engineer (PE) certification is a strong plus.
  • Ability to travel as needed to support regional projects.
