Job Description

Job Responsibilities and Requirements

The Manager of Data Engineering is responsible for leading a high-performing and inclusive team of data engineers within the Information Services department. This role oversees the technical vision, execution, and optimization of enterprise data solutions, ensuring robust, auditable, and compliant data pipelines and models. The manager collaborates across business units and IT stakeholders to drive impactful data initiatives, optimize processes, and support the organization's financial and operational objectives.

Key Responsibilities:

  • Lead, coach, and develop a team of data engineers, fostering technical and professional growth.

  • Implement and execute a strategic technical vision for enterprise-wide data integration, modeling, and processing, encompassing all business subject areas such as policies, claims, billing, ratings, general ledger, and annuities.

  • Design, build, and scale robust and compliant data pipelines and models, with a focus on data quality and JSOX compliance.

  • Establish effective partnerships with stakeholders across Claims, Underwriting, Sales, Finance, Annuities, and internal IT teams, including application owners and middleware.

  • Oversee key data initiatives, including new data asset ingestion for Billing and Commissions, onboarding of TPA partners, full line-of-business data conversion into new Admin Systems, and participation in data platform evaluations.

  • Identify and implement opportunities to optimize existing data pipelines, improve nightly run times, enhance SDLC processes, strengthen controls and data quality checks, and reduce cloud spend through pipeline refactoring.

  • Perform other duties as assigned.

Technical Environment:

  • Enterprise Data Platform built on Oracle Cloud Infrastructure (OCI).

  • Data Lake leveraging Spark Cluster; codebase primarily in Scala/SparkSQL, with Python and Shell scripting.

  • Object Storage utilized for data storage solutions.

  • Oracle RDBMS supporting the Data Warehouse.

  • Job scheduling managed through Cisco Tidal.

Required Knowledge, Skills, Abilities and/or Related Experience

  • Bachelor's degree (BS/BA) in Information Systems or a related field.

  • Minimum of 3 years' experience leading data engineering teams.

  • Proven technical expertise in data integrations, data warehousing, data modeling, and large-scale data processing.

  • Experience with JSOX-compliant systems is preferred.

  • Strong strategic thinking and ability to navigate and consolidate fragmented data spaces.

  • Exceptional communication and stakeholder management skills, with the ability to build consensus and alignment across senior leadership.

  • Attention to detail and commitment to data quality and financial accuracy through consistent design and coding practices.

  • Experience in group insurance, annuities, and financial data systems is highly desirable.

  • Cloud development experience, preferably with Oracle Cloud Infrastructure (OCI), including compute instances, object storage, and Big Data technologies (minimum 3 years).

  • Experience with Spark Cluster (Scala/SparkSQL), Python, Shell scripting, and job scheduling tools such as Cisco Tidal.

Ability to Travel: Up to 10%

The expected hiring range for this position is $127,440.00 - $170,120.00 annually for work performed in the primary location (Philadelphia, PA). This expected hiring range covers only base pay and excludes any other compensation components such as commissions or incentive awards. The successful candidate's starting base pay will be based on several factors including work location, job-related skills, experience, qualifications, and market conditions. These ranges may be modified in the future.

Work location may be flexible if approved by the Company.
