Chartered in 1834, the Long Island Rail Road (LIRR) is the largest, busiest, and oldest continuously operating commuter railroad in the United States. In 2024, this 24/7/365 operation served 75.5 million riders on a system that stretches nearly 120 miles - from Penn Station and Grand Central Madison in Manhattan to Montauk on the eastern tip of Long Island.
SUMMARY:
Provide support for the LIRR Enterprise Asset Management (EAM) suite of systems by closely working with LIRR operating departments, MTA HQ, IT, and other agencies. Assist with the requirements, solution design, development, deployment, training, and ongoing maintenance of various implementations within the LIRR EAM system through efficient management and use of cross-functional EAM systems to meet functional and technical needs of the business. Manage and work with relevant stakeholders and vendors to mitigate EAM system-related issues and risks. Ensure the integrity of EAM systems, data quality and manage program enhancements to meet the LIRR operating department's needs.
DUTIES AND RESPONSIBILITIES:
Responsibilities may include, but are not limited to:
- Manage Enterprise Asset Management suite of tools such as Hexagon EAM/Maximo etc. by closely working with LIRR Operating departments, MTA HQ, MTA IT and other agencies for reliable, stable and continued operations. Serve as a lead for the EAM process, systems and application.
- Develops detailed process flows to show processing logic for business requirements.
- Ensure the functionality of the application meets the needs of end user.
- Contributes to the development of test plans and participates in post-implementation reviews to ensure requirements are met.
- Writes documentation that describes implementation and operating procedures to aid in user training and troubleshooting issues.
- Develop programming code and implementation plans that will effectively configure the EAM HxGN system to meet user needs.
- Participates in systems design, working within an established framework to maximize system efficiency. Coordinates with business users and IT to resolve systems issues and advance development projects.
- Develop materials to support user training on new or revised systems/applications.
- Conduct system tests when products are upgraded to ensure the integrity of the existing functionality, including performing quality control audits and checks.
- Conducts end-user training sessions as well as demos as needed.
- Participates in the feasibility analysis for systems/applications enhancements and determines how applications and processes can be improved.
- Reviews, analyzes, and modifies systems, including encoding, testing, debugging and installing for a large-scale system. Maintains records to document the system and revisions.
- Acts as a liaison between end user and IT, arranges for technical support and problem resolution
- Participates in user training as appropriate, on new or revised systems/applications
- Coordinate with GIS teams to ensure EAM systems are enhanced with location information
- Champion change management and use influence, experience, and education to develop strategic communication and manage stakeholder engagement.
- Ensure a safe working environment and adherence to the guidelines of the company's safety policies and procedures. Lead by example. Provide oversight of time and attendance. Must be available to work extended hours for unplanned work, emergencies, etc.
- Perform other assignments as requested by Senior Management
- Represent LIRR in working committees at the MTA and industry for all EAM-related efforts.
- Ensure the EAM data/information and the program is sustained within LIRR.
- Performs other duties as assigned
- Complies with all policies and standards
- May be required to work hours outside regular work hours, as applicable
- Observes the work performed by contractors, as applicable
- Reviews invoices and approves them if the work meets contractual standards, as applicable
- Addresses performance issues with the contractor when possible, as applicable
- Escalates issues to other parties when needed, as applicable
REQUIRED EDUCATION AND EXPERIENCE:
- Bachelor's Degree in Arts/Sciences (BA/BS)Bachelor's Degree in Arts/Sciences (BA/BS)
- Possess approximately 3 to 5years of system/application experience.
- Bachelor's Degree in computer discipline, information science or related field. An additional four years of experience may be considered in lieu of the degree.
- Experience in all project phases of software development including the analysis and design, requirements, development, implementation and operational support.
- Must possess experience in solving complex data and providing solutions to business problems
- Must have working experience with enterprise applications and/or EAM suite of tools, such as Hexagon EAM, Maximo etc.
- Must have working experience with database management products and applications.
- Demonstrated ability to complete short- and long-term technical projects effectively and as efficiently as possible.
- Ability to take on the overall lead on solution design for the LIRR EAM HxGN system to include all implementations pertaining to projects, enhancements, defects and system upgrades.
- Demonstrate the ability to manage the end-user relationship to ensure the EAM suite of tools successfully meets their business needs; support and lead design, requirements and training meetings
- Must possess strong management skills with the ability to effectively communicate ideas and concepts as well as facts and to identify priorities and organize activities accordingly.
- Must be self-motivated, with the ability to oversee and motivate others and influence decisions, capable of identifying problems and recommending alternative solutions.
- Must be able to demonstrate a high level of initiative, professional integrity, and demeanor.
- Must possess the ability to work independently as well as in groups to achieve defined goals and objectives.
- Must possess strong human relations, communication (both written and oral), and interpersonal skills with the ability to effectively communicate at all levels of the company and with outside agencies.
- Must possess strong organization, problem-solving, administrative, and management skills with the ability to effectively manage multiple tasks simultaneously.
Preferred Qualification
- Master's Degree in computer discipline or information science.
- Enterprise Application experience is preferred.
- Working experience with SQL is preferred.
- Working experience with JavaScript is preferred.
- Knowledge of asset management software and processes, geospatial methodologies, GIS, GPS, RS, LRS, enterprise system architecture, spatial and relational databases, and mobile technology implementation

OTHER INFORMATION:
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission"). Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company's discretion. Employees driving company vehicles must complete defensive driver training once every three years for current MTA drivers, or within 180 days of hire or transfer for an employee entering an authorized driving position.
Current employees should be in their current position 12 months prior to starting a new role and must possess a satisfactory work history. Including attendance and discipline records. Candidates selected for this position may be placed in a competitive or non-competitive class position based on their qualifications
