MANAGER OF INFORMATION TECHNOLOGY

OBJECTIVES

  • To oversee the efficient and secure operation of the IT infrastructure and systems, ensuring a productive, dependable, secure, and scalable work environment.
  • To manage the Cooperative's Cybersecurity Program.
  • To oversee technical support and training initiatives for employees.
  • To evaluate, design, implement and support IT systems to enhance the Cooperative's goals and objectives of Warren RECC.

REPORTING RELATIONSHIPS

  • Reports to: Vice President of Member Services and IT
  • Directs: Information Technology Technician(s), Senior Information Technology Technician(s), Information Technology Administrator(s), Communications Systems Supervisor

ESSENTIAL FUNCTIONS

  • Formulate the annual IT work plan and budget in coordination with the Management Team. Work closely with vice presidents and department managers to identify hardware or software needs. Ensure adequate resources are available to meet those needs.
  • Oversee implementation of the annual IT work plan and budgeted projects.
  • Stay abreast of new technology developments that will benefit and enhance employee productivity, IT operational stability and efficiency, and security.
  • Act as the Cooperative's Cybersecurity Officer. Work with IT staff in the implementation of the Cybersecurity Program, including the incident response and disaster recovery plan.
  • Ensure the Cooperative is compliant with the Payment Card Industry (PCI) Security Standards as outlined by the PCI Security Standards Council.
  • Oversee the Cooperative's IT policies and procedures for conformance with changing IT needs involving efficiency, security, back-ups, incident response, disaster recovery, and other IT-related environments.
  • Coordinate with Cooperative's Managers work involving information systems and technologies that impact corporate processes, providing support and direction and ensuring system are functionally integrated as needed.
  • Direct implementation plans involving the Cooperative's communication systems, including the fiber backbone, SCADA, Internet, voice and data.
  • Identify and provide adequate computing resources for all information systems, including network and bandwidth requirements.
  • Identify and analyze operational problems, working with IT staff to evaluate alternatives and implement effective solutions.
  • Evaluate bids and specifications in the selection of computer and networking hardware, software, communication equipment and other IT-related equipment.
  • Oversee maintenance of all IT-related systems and data files.
  • Coordinate installation and maintenance of computer applications and systems for all departments.
  • Assist training employees to meet specific job requirements.

Other

  • Complete all training as required and attend training necessary for advancing skills in pertinent IT job-related areas.
  • Assist in the development of organizational policies, procedures, and plans to meet operating goals. Assist in the formulation of the department budget and training items.
  • Assist with Emergency Restoration Plan updates and implementation.
  • Actively participate in Cooperative-sponsored activities.
  • Work according to safety rules and policies adopted by Warren RECC, be responsible for own safety, and report all accidents to manager.
  • Comply with traffic laws, regulations, and safe practices while operating company vehicles.
  • Such other duties as may be assigned.

JOB SPECIFICATIONS

POSITION: Manager of Information Technology

EDUCATION

  • Bachelor's degree in Computer Science, Information Technology, or Communication Systems related field required. Other fields of study and/or equivalent combination of education/training and relevant experience will be considered.
  • Additional training in business administration and accounting is preferred.

EXPERIENCE

  • Minimum ten years of work experience in information systems, communication systems or related technologies.
  • Five years of experience in a supervisory or leadership role required.

KNOWLEDGE

Must have thorough understanding and working knowledge of:

  • Client/server technology and network architecture
  • Network operating systems UNIX, Linux, Microsoft Windows Server and network protocols, mainly Ethernet and TCP/IP
  • Network applications (i.e. e-mail system, network security applications, system backups, IP Telephony)
  • LAN/WAN routing and switching
  • Network security, firewalls, anti-malware systems
  • SCADA systems
  • Communication systems, including fiber optic and IP telephony systems
  • Microsoft Office, including Word, Excel, Outlook, and Teams.

  • Ability to analyze and implement new technologies and applications.
  • Ability to effectively and courteously communicate in person and by telephone
  • Ability to effectively and professionally communicate in writing
  • Ability to maintain professionalism and effectively perform in stressful situations
  • Ability to effectively and professionally manage and prioritize multiple projects
  • Ability to exercise independent judgement within parameters of the Cooperative's policies and procedures
  • Ability to maintain strict confidentiality of highly sensitive information, both internally and externally

WORKING CONDITIONS

Normal office conditions, with prolonged periods sitting at a desk working on a computer, with some travel to district office locations. Some fieldwork may be required. Must be able to work overtime as needed, including nights, weekends, and holidays.Work hours are generally aligned with standard office hours, which may vary to meet the needs and demands of the Cooperative, requiring some after-hours and weekend work. Overnight travel may be required to attend out-of-town training and meetings.

Must have a valid driver's license.
