Northrop Grumman Mission Systems Sector's (NGMS) Navigation, Intelligence and Connectivity Solutions Division (NICD) is seeking dynamic Manager Programs 3 to lead Global PNT campaigns. This position will be located on-site in Woodland Hills, California and acceptable exceptions to this location are: Baltimore, MD; San Diego, CA; Salt Lake City, UT; Huntsville, AL; Falls Church, VA; Melbourne, FL; Phoenix, AZ; Rolling Meadows, IL; and Redondo Beach, CA with Woodland Hills and Salt Lake City being preferred locations.

The position will support the Navigation solutions for the Navigation and Cockpit Systems (NACS) Business Unit (BU) for Northrop Grumman's Assured Positioning, Navigation and Timing (PNT) efforts. This individual will work closely with Northrop Grumman's leadership team and other industry and government partners to run all aspects of his/her assigned pursuits. Specific areas of focus include market research, data analytics, customer relationship management and shaping, campaign management, capture strategy development and execution, and proposal development, submission, and negotiations through contract award.

This position requires the ability to travel up to 25% of the time, including occasional international travel, based on business and customer needs.

What You'll Get To Do:

  • Lead strategic campaigns, priority-win captures, develop clear win themes and lead cross-functional teams in delivering quality proposals and competitive wins

  • Create integrated marketing campaigns based on market segments to gain new customers and build repeat business; domestic and international

  • Develop and maintain a list of key pursuits for the business - assess capture readiness, review capture plans and track the status of captures with a focus on resourcing

  • Partner with industry leaders to drive capture and proposal discipline, acumen, guidance and support throughout the pursuit

  • Understand the customer marketplace, stakeholder customer organizations and budgets to identify market drivers and trends and develop strategies

  • Engage in business area capture activities (Black Hats, Win Strategy Workshops, Color Team reviews) and help pull together independent assessment teams (both internal and external)

  • Lead business unit activities in support of overall proposal development process improvements, including the reduction in proposal cycle time and driving investment efficiency

  • Review for Capture milestones and phase review gates, including resource authorization

  • Develop and maintain relationships with internal and external customer stakeholders and functional organizations involved in business capture

  • Develop and maintain relationships with industry teammates and industry associations to help drive partnerships

  • Understanding of customer needs to get ahead of customer solicitations and allow for proper shaping

  • Lead and coordinate proposal development preparation and guide the proposal operations team into drafting proposal responses.

  • Oversee pricing strategy development to ensure proposals are both compelling and compliant.

  • Develop, implement, and manage processes and strategies that result in an increased capture of Pwin and improved win rate.

Basic Qualifications:

  • Bachelor's degree in a technical disciple with 8 years of experience, OR Masters in a technical discipline with 6 years of experience supporting project or program management activities.

  • Demonstrated experience leading capture efforts, P&L management, business development, and successful proposal development for U.S. Government opportunities.

  • Demonstrated experience leading P&L programs and proposal/capture strategy.

  • Demonstrated experience managing Internal Research & Development (IRAD) or strategic investment planning.

  • U.S. citizenship required.

  • Ability to obtain and maintain a U.S. Government Secret security clearance.

Preferred Qualifications:

  • Demonstrated program management experience within the Aerospace and Defense industry

  • Demonstrated knowledge of navigation technologies and associated defense programs.

  • Proven track record leading successful captures and proposal wins exceeding $100M across all phases of the Business Acquisition Process (BAP).

  • Demonstrated working knowledge of the competitive defense marketplace and experience leveraging customer engagement and government relations to support capture strategies.

  • Demonstrated ability to build and lead cross functional teams across business management, engineering, contracts, supply chain, technology, finance, and human resources.

  • Demonstrated experience developing and executing customer engagement, growth, and capture strategies that result in new business awards.

Primary Level Salary Range: $166,700.00 - $289,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
