Job Description

JOB PURPOSE:   Plan, organize and coordinate county-wide disaster mitigation and recovery efforts.  The position is a 40-hour-a-week position, with a full benefits package. Please note, applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.  Pay Range: $23.35 – $26.30 per hour.  This range reflects the County’s good-faith estimate of pay for this position at the time of posting. Starting pay is determined based on qualifications, experience, and internal equity in alignment with the County’s step-based compensation system.QUALIFICATIONS:

  • A valid driver’s license;
  • Bachelor’s degree in Emergency Management, Public Administration or related field;
  • Five years of local government experience with a concentration in emergency recovery and disaster planning experience preferred;
  • Equivalent combination of education, training and experience which provides the requisite knowledge skills and abilities for this job to be considered.
KEY EXPECTED RESULTS:
  1. Supports all aspects of plan development including, but not limited to, soliciting input from community partners, technical writing and editing, and research of ever-changing requirements and best practices.
  2. Identify and pursue grants and programs that mitigate the impacts of large-scale disasters.  Act as a technical expert on these initiatives to partner agencies
  3. Conducts surveys and research to monitor the effectiveness of mitigation programs and any growth or sustainment of capabilities. Produces analytical reports to measure the impact of programs.
  4. Administer disaster recovery initiatives, including things like damage assessments, documentation, partner coordination and pursuing State/Federal resources for all aspects of community recovery.
  5. Contributes to public outreach efforts with an eye towards improving community preparedness.
  6. Maintain awareness of disaster conditions across the county and staff the County’s Emergency Operations Center (EOC) when activated. This position may act in a ‘duty officer’ capacity during scheduled weekends and evenings.
  7. Perform related duties as assigned/required.
  8. Maintains professional and technical knowledge by attending educational workshops; establishing personal networks.
  9. Work cooperatively and productively with supervisors, co-workers, partner agencies, and general public.
  10. Demonstrates an understanding of the county’s safety policies and practices by attending required safety programs; reporting all accidents and suspected safety hazards to supervisor.
  11. Fulfills job function by participating as an active member in training; participating on county task forces and performing other responsibilities as assigned.
  12. Work is conducted off site and sometimes outdoors in all four seasons, during real-world and exercise events. Work sometimes occurs in remote locations requiring the use of snowmobile, UTV, boat/ferry or other atypical transportation.
  13. Subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the position description.
  14. Must be able to sleep in a dorm type environment during EOC activation of operational periods established at the discretion of the EMA Director or Designee.
  15. Proficiency in Microsoft Office, virtual meeting platforms, and social media platforms.
  16. Experience in public speaking and meeting moderation.
  17. Ability to develop and lead working groups comprised of multiple agencies and senior level individuals to develop and achieve common goals.
  18. Ability to handle and balance multiple tasks, deadlines, and programs with competing deadlines.
  19. Comfortable in staffing public outreach/community engagement events.
