DEFINITION:  Performsa variety of complex clericaldutiestoassistthe public withmotor vehicleregistration and titling,andpropertytaxcollectionin the Treasurer’s Office.

EXAMPLE OF DUTIES:(The following are intended to illustrate typical duties; they are not meant to be all inclusive or restrictive.)

ESSENTIAL DUTIES:

Provides customer serviceincluding answering questions, resolving problems, advising customersin-person,in writing (electronically), and by telephoneUses a computer systemwithmultiple applications to process transactionsrelated to motor vehicleownership and registration, property taxes.Ensurestransactionscomplywithapplicable rules,regulationsand laws.

Processesmotor vehicle transactions relating to ownership andregistrationReviews, assesses, and approves or deniesapplications for Montana motor vehicle titles and temporary registrations.Files lienson motor vehicles,evaluates eligibility for registration fee exemptions,calculatesfeesand collects payments,prepares formsand correspondence,andrevokes and reinstates registrationsbased onnon-payment orpayment of fees.

Collectsproperty tax payments,calculates fees and penalties,assistsin the collection of delinquent taxes, and performs a variety of tasks relating to property tax liensandappeals.Accepts tax payments made under protestand communicates the tax appeals processto customers.Maintains detailed records.

Reviews, assesses,processesand approves ordeniesapplications formobile home moving permits.

Performs daily financial reconciliation forpayments receivedCompares actual receipts to reported receipts,researchesdiscrepancies, and makes corrections as appropriateConsolidatesdaily financial reports and reconciles againstindividual balances for multiple employees.Scans and verifies checks.

Receives, verifiesand records deposits for otherCounty departments andagencies.Ensures accuracy and confidentiality. 

Organizes and sorts incoming and outgoing mail including payments,confidential motor vehicleinformationand other requests from the public.

OTHER DUTIES:

Performs related work asor directed.

SUPERVISION RECEIVED:  Worksunder thegeneralsupervision of theOperationsand Customer Service Supervisors.

SUPERVISION EXERCISED:  None.

WORKING RELATIONSHIPSHasregular contactwithSupervisors, Training& Development Coordinator, andall staff in theClerk &TreasurersDepartmentHasfrequentcontacts with thegeneral public,andregular contact withother agenciesincluding the State Motor Vehicle Division,Department of Revenue, and Tax Appeal Boardsona variety ofmatters for the purpose of obtaining, clarifying,or giving facts or information,by the use ofwell-definedpolicies and procedures.

PHYSICAL/ENVIRONMENTAL DEMANDSThework requireslong periodsof sittingand performing computer data entry.The work requires some moderate physical exertion includinglong periodsof standing, and the ability to lift and move packages up to 30-40 lbs. on carts with wheels, loaded exceeding 100 pounds. Requires exposure to a high volume of public traffic which may involve exposure to communicable disease.

KNOWLEDGE,SKILLSAND ABILITIES:  

KNOWLEDGEWorkingknowledge of customer service best practices.Working knowledge of modern office practices and procedures. Working knowledge of business English, spelling,punctuationand arithmetic. Working knowledge of laws, rules, regulations,policiesand procedures related tothe registration and titling of motorvehicles;the collection ofpropertyand real estate taxes andfees.Basic knowledge of cash handling and balancing procedures.

SKILLSSkillinthe useofa personal computerand related software(word-processing, spreadsheet, database)includingmultiple applicationsusedfor processing title and tax transactions. Skill using a keyboard (35 WPM recommended).Skill in the use of modern office machines.

ABILITIESAbilityto handle cash transactions accurately. Ability to makemathematical computations. Ability tounderstand and follow oral and written instructions. Ability to remain calm andreact appropriately under stress.Ability towork independentlywith speed and accuracy.Ability to communicate effectivelyin the English language orally and in writing. Ability toestablishand maintain effective workingrelationships with diverse individuals and groups.Ability to work as part of a team.

MINIMUM QUALIFICATIONS:

EDUCATIONRequireshigh schoolgraduationor GED.

EXPERIENCERequiresone year ofexperienceworking with the public.

SPECIAL REQUIREMENTS:Requiressuccessfully passing a criminal history background check.
