Position number: K0044842Location of Employment: Office of Judicial Administration, Topeka, KS 66612Position Title and Salary: Municipal Court Program Manager, grade 50, $ 84,350.45 annually Kansas Judicial Branch BenefitsState Employment Center - Benefits (ks.gov)Job Summary: Coordinates the development and implementation of a statewide municipal court program, including the rollout of Supreme Court rules, standards and related initiatives. Provides program and project management support through committee coordination, training, technology support and supports ongoing operations and continuous improvements to ensure consistent and compliant municipal court practices. Work is performed under the supervision of executive staff within the Office of Judicial Administration and is reviewed through reports, conferences and on basis of results achieved.Key Functions and Responsibilities:
- Support the development of municipal court operations, including standard operating procedures, reporting requirements, and governance frameworks for municipal courts.
- Manages the development and maintenance of municipal court portal for clerk utilization, including coordination with IT staff on software functionality, data governance and security.
- Collaborate with the municipal courts committee on cadence of meetings, managing action items, supporting development and advancing communications.
- Perform research on municipal court practices, trends, and standards including collaboration with other state court systems and the National Center for State Courts to guide rule development and program improvements.
- Administer standardized reporting and procedures for the creation, administration and utilization within municipal courts.
- Provide recommendations to executive leadership and Supreme Court that drive the implementation of approved plans, policies and rules.
- Collaborate with internal partners, including educational staff and other cross functional teams to develop and deliver statewide training programs for municipal court personnel.
- Support the planning, coordination and implementation of new Supreme Court rules and initiatives in affecting municipal courts.
- Manage ongoing program oversight to ensure objectives are within standards of judicial policies, statutory requirements and established timelines.
- Prepare fiscal oversight for program operations
- Ensure accountability for program performance, outcomes and continuous improvement efforts.
- Knowledge of municipal court operations, procedures, rules and applicable statutes.
- Experience in program administration or management, including the development and implementation of complex initiatives and new programs.
- Demonstrates sound judgement, discretion and diplomacy when working with internal and external stakeholders.
- Strong problem-solving abilities and adaptability in evolving environments.
- Experience in public speaking and presentation skills, with ability to communicate complex information to diverse audiences.
- Experience in creating training curriculum and selecting educational resources that support program initiatives.
- Strong relationship-building skills to effectively collaborate with internal and external stakeholders.
- Excellent organizational and time-management skills, with the ability to manage competing priorities and meet established deadlines.
- Ability to analyze statues, court rules and operational processes and translate them into practical guidance.
- Ability to travel
