GBS is seeking a Software Developer to develop a PCARD application. In this position, the developer will develop a new PCARD application per requirements, report status of assigned tasks, attend project meetings, and other duties as assigned. Experience in .Net, SQL, and APIs is required. The candidate will report to the project manager and technical lead.

Job Functions

Develop a PCARD application according to requirements outlined by the customer
Identify, escalate, and document issues, as necessary.
Participate in project review meetings and standups as defined by the Project Manager and Technical Lead
Attend an initial kickoff meeting to review scope, set expectations, review change control policy, verify requirements and dates, and perform other pre-planning activities prior to the start of the contract
Ensure Compliance with safety, security, environmental, health and quality assurance requirements.
Document all issues/risks in a mutually agreed upon method/format and provided to both the Project Manager and Technical Lead
Generate weekly status reports and deliver to key stakeholders and project sponsors.
Performs advanced systems analysis and architectural design to improve integration, functionality, and performance of enterprise IT solutions.
Analyzes complex business data processing problems to develop and implement solutions for enterprise applications and system integration challenges.
Performs systems management and integration functions across heterogeneous platforms, including legacy and cloud-based environments.
Identifies and mitigates system performance bottlenecks and limitations.
Collaborates with stakeholders to translate business requirements into system specifications and architectural solutions.
Develops and implements enterprise-level strategies for software, hardware, and network optimization.
Reviews and enhances system workflows, including automation and data exchange processes.
Evaluates and recommends commercially available software to meet technical and operational needs.

Experience Requirements

Experience in developing software in .Net with a broad technical stack
Experience and understanding of financial workflow and vender payments
Experience in developing with SQL
Experience in using APIs.
Experience with Jira for task tracking
Knowledge of CI/CD pipelines and deployment using Azure DevOps
Experience working with TDD practices and Database Skills
Experience with ORMs Dapper or Entity Framework Core and Cloud & Microservices
Experience deploying applications in Azure cloud
Understanding of Azure services (App Services, Functions, Storage, Azure Kubernetes Services)
Experience with containerization (Docker) is a plus
Minimum of six (6) years of experience performing systems analysis, design, and enterprise architecture in large-scale federal or enterprise environments.
Demonstrated ability to identify and mitigate system performance bottlenecks and design scalable, interoperable architectures supporting enterprise availability goals
Ability to prepare technical documentation, including architecture diagrams, integration specifications, and system configuration guides, in compliance with documentation standards.

Skills and Abilities

Excellent analytical and problem-solving abilities.
Effective communication skills for translating complex quantitative analysis into actionable insights.

Education / Certification Requirements

Must have a Bachelor's degree and two (2) years of experience or a Master's degree, or 6 years of applicable experience in lieu of a degree.
Must be a US Citizen or Permanent Resident

Must be able to obtain a position of public trust with the US Government
