NOC Project Manager

As a Network Operations Center (NOC) Project Manager, you will be responsible for planning and delivering complex, cross-functional initiatives across our Internet Service Provider (ISP) network environment. The ideal candidate would have hands-on familiarity with NOC operations, IP/MPLS and transport networks, OSS/NMS/EMS platforms, and ITIL-based service management, paired with strong project management discipline.

ESSENTIAL JOB FUNCTIONS:

  • Own the full project lifecycle for network operations initiatives-from scoping and planning aspects with relevant stakeholders and experts, coordinating with cross functional teams and driving implementation, to follow ups and closeout.
  • Lead requirements workshops; produce detailed minutes, action registers, and stakeholder communications.
  • Build and track integrated project schedules and resource plans using tools such as Jira.
  • Manage scope, risks, dependencies, and change control; escalate impediments and drive timely decision-making.
  • Provide clear, concise status updates and executive-ready reporting on milestones, and outcomes.
  • Coordinate cross-functional execution (Engineering, NOC, Field Ops, IT, Security, Supply Chain, Vendors) for Network Operations initiatives to drive efficiency and growth in business processes and systems.
  • Facilitate change enablement, CAB reviews, and Root Cause Analysis incident reviews and reporting.
  • Incident Root Cause Analysis - Track and drive NOC and interdepartmental related Action Items
  • Improve service KPIs (availability, incident volume, MTTR, change success rate) through continuous improvement efforts.
  • As needed, partner with NetOps/DevOps to help deliver NMS/EMS/OSS integrations alongside the Technical PM (e.g., alarm/perf telemetry, topology, inventory, ticketing, and paging).
  • Coordinate dashboards and executive views (e.g., Grafana/Power BI) for service health and KPIs; standardize data sources and definitions.
  • Identify automation opportunities (e.g., provisioning, detection, remediation) and deliver recommendations where appropriate.
  • Contribute to business cases, budgeting/forecasting, and cost tracking as requested or needed.
  • Help coordinate disaster recovery planning, drills, and documentation; ensure sparing strategies and RMA workflows are in place.
  • Manage post DR events and testing reviews; coordinate communications, meeting agendas, and action items follow ups. Ensuring all findings, updates and changes are documented appropriately.
  • Other job-related duties as requested

JOB QUALIFICATIONS AND REQUIREMENTS:

  • High school diploma or GED required.
  • Bachelor's degree in a related field (IT, Telecommunications, Engineering) preferred.
  • 1+ years of project management experience preferably in telecommunications, ISP, or network operations environments.
  • High level understanding of IP networking (BGP/OSPF/MPLS/QoS) and transport (DWDM/Ethernet).
  • Experience working with Network Operations and NOC processes.
  • Proficiency with project tools (e.g., MS Project/Smartsheet, Jira/Confluence) and standard PM artifacts.
  • Willingness to work as a team and independently.
  • Travel to Evansville, IN twice a year.
  • Must be legally authorized to work in the U.S.

ADDITIONAL JOB REQUIREMENTS:

  • May require after-hours and occasional weekend work.
  • Professional certifications such as PMP/PRINCE2 and ITIL Foundation preferred.
  • Scripting/automation experience (Python, Ansible, Terraform) and familiarity with OSS/NMS/EMS integrations a plus.
  • Clear written and verbal communication; ability to tailor for executives and technical teams.
  • Leadership and facilitation across cross-functional teams; ability to influence without authority.
  • Analytical, structured problem solving; bias for action and continuous improvement.
