Client: Public Utility Client Location: Davenport, IA (Onsite 2 Weeks Per Month Required) Duration: Through December 2026 with a strong likelihood of extension through May 2027 Travel Requirement: Must be able to work onsite in Davenport, Iowa two weeks per month
Position Overview
Our Public Utility Client is seeking an experienced Oracle C2M Batch Lead to support a large-scale Oracle Customer to Meter (C2M) implementation program. This role will be responsible for designing, documenting, and overseeing the Oracle C2M batch schedule, coordinating a team of offshore batch resources, and serving as the primary liaison between project stakeholders and client infrastructure, database, and operations teams for all batch-related activities throughout the program lifecycle.
The ideal candidate will possess strong Oracle Utilities batch architecture knowledge, experience managing integrated batch schedules, and the ability to coordinate complex testing and production activities across multiple workstreams.
Key Responsibilities
- Design and maintain the Batch Design and Standards Document for Oracle C2M, serving as the centralized source of information for the integrated batch schedule, including dependencies, timing, program names, and program variants.
- Own and maintain the batch runbook, documenting batch jobs, job relationships, scheduling requirements, dependencies, restart procedures, and error-handling processes.
- Coordinate with internal and external teams to identify dependent jobs and ensure all integrated scheduling requirements are documented and maintained.
- Lead and coordinate a team of offshore batch resources, providing day-to-day direction, quality oversight, workload management, and technical guidance.
- Serve as the primary point of contact between the project team and client infrastructure, DBA, and operations teams for all batch-related activities.
- Coordinate environment refreshes, batch sequencing, and execution planning to minimize downtime and support overall program objectives.
- Support batch execution activities across all testing phases, including:
- System Integration Testing (SIT)
- User Acceptance Testing (UAT)
- Operational Readiness Testing (ORT)
- Dress Rehearsals
- Production Cutover
- Partner with testing teams to define, maintain, and execute batch schedules for each testing cycle.
- Monitor, analyze, and report on daily core batch job performance and execution results.
- Identify batch failures, bottlenecks, and performance issues and coordinate resolution efforts across technical teams.
- Ensure batch processing standards, operational procedures, and documentation remain current throughout the project lifecycle.
- Participate in cutover planning, production readiness reviews, go-live support, and hypercare activities.
- Engage with multiple functional and technical workstreams to ensure batch processes align with overall program requirements.
- Contribute to key project decisions regarding batch architecture, scheduling strategy, performance optimization, and operational readiness.
Required Qualifications
- 7+ years of experience supporting enterprise batch processing environments.
- Experience leading batch scheduling, execution, and operational support activities for large-scale implementation programs.
- Strong understanding of Oracle Utilities batch architecture, including one or more of the following:
- Oracle Customer to Meter (C2M)
- Oracle Customer Care & Billing (CC&B)
- Oracle Meter Data Management (MDM)
- Experience developing and maintaining integrated batch schedules, runbooks, and operational procedures.
- Experience managing offshore resources and coordinating distributed teams.
- Strong understanding of batch dependencies, sequencing, restart strategies, and error handling.
- Experience supporting testing cycles, cutovers, and production deployments.
- Ability to coordinate effectively with infrastructure, database, operations, testing, and application teams.
- Strong analytical, troubleshooting, and problem-solving skills.
- Excellent written and verbal communication skills.
Preferred Qualifications
- Oracle Utilities implementation experience within electric, gas, or water utility environments.
- Experience with batch scheduling tools such as:
- Control-M
- Autosys
- Tidal
- UC4
- Similar enterprise scheduling platforms
- Experience supporting large-scale CIS modernization or utility transformation programs.
- Experience with production cutover planning and hypercare support.
- Familiarity with utility billing, customer information systems, and meter-to-cash business processes.

Work Arrangement
- Required onsite presence in Davenport, Iowa two weeks per month.
- Remaining time may be performed remotely based on project needs.
