Outreach Specialist (Syringe Services Program)

Kent & Sussex Counties | Full-Time | Non-Exempt

Impact Life is seeking a compassionate, community-focused Outreach Specialist to join our Syringe Services Program (SSP) serving Kent and Sussex Counties. This position is ideal for someone who is passionate about harm reduction, public health, recovery support, and helping individuals access the services they need to improve their health and wellbeing.

As an Outreach Specialist, you will work directly in the community engaging individuals who use drugs and other high-risk populations through outreach, education, overdose prevention, harm reduction services, and care coordination. You will play a critical role in reducing barriers to care, preventing overdose deaths, and connecting individuals to treatment, healthcare, housing, and recovery resources.

What You'll Do

  • Conduct community-based outreach throughout Kent and Sussex Counties.
  • Build trusting relationships with participants using a trauma-informed and non-judgmental approach.
  • Distribute harm reduction supplies, including naloxone, safer use supplies, fentanyl test strips, wound care supplies, sterile syringes, and safe sex supplies.
  • Provide overdose prevention education and naloxone administration training.
  • Facilitate syringe exchange services and ensure proper collection and disposal of used syringes.
  • Connect individuals to substance use treatment, medication-assisted treatment (MOUD), healthcare, behavioral health services, housing resources, transportation, and other community supports.
  • Assist with HIV and Hepatitis C prevention, education, testing initiatives, and linkage to care.
  • Collaborate with healthcare providers, first responders, community agencies, faith-based organizations, and other stakeholders.
  • Maintain accurate documentation and program data in compliance with HIPAA and 42 CFR Part 2 requirements.
  • Support community engagement activities, outreach events, and partnership development efforts.

Requirements

What We're Looking For

Required Qualifications

  • High School Diploma or GED.
  • Valid driver's license and ability to meet Impact Life driving requirements.
  • Ability to travel throughout Kent and Sussex Counties.
  • Knowledge of harm reduction principles, overdose prevention strategies, substance use disorders, and community resources.
  • Ability to work occasional evenings and weekends based on outreach and community needs.

CPRS Certification Requirement

  • Certified Peer Recovery Specialist (CPRS) credential is required or must be obtained within six (6) months of hire.
  • Candidates must be eligible to obtain CPRS certification through the Delaware Certification Board, including meeting lived experience, training, supervision, and examination requirements.

Preferred Qualifications

  • Two or more years of experience in harm reduction, outreach, behavioral health, public health, peer support, substance use services, or case management.
  • Experience working with individuals experiencing substance use disorders, homelessness, justice involvement, or other vulnerable populations.
  • Knowledge of local treatment, recovery, housing, healthcare, and social service systems.
