Job Summary

The Baltimore City Health Department is currently seeking a dynamic individual to serve as an Overdose Response Program Health Educator (ORP). The Overdose Response Health Educator position is responsible for the identification, coordination and implementation of overdose prevention and response strategies and initiatives that help address substance-use disorder and the overdose crisis. The role will focus on conducting Naloxone/Narcan training and general overdose education and community-based outreach. The health educator will be involved in planning, coordination, and implementation of overdose prevention and response strategies.

Essential Functions

  • Conducts community and City agency Overdose Education and Naloxone/Narcan distribution (Naloxone/Narcan Training)
  • Conducts street-based outreach to conduct overdose response training and community engagement events in collaboration with Baltimore City Health Department's Syringe Service Program
  • Collect, organize, and report data around project activities
  • Conduct outreach to organizations and City agencies around Naloxone/Narcan Training
  • Develop and disseminate health literature around harm reduction strategies and more
  • Engage high-risk populations in health education and resource building
  • Manage social media and promote trainings and events
  • Advocacy efforts related to substance-use disorder and overdose
  • Research training programs for youth and older adults to prevent overdoses and promote harm reduction
  • Participate in Kids Off Drugs (K.O.D) youth program in Baltimore City schools
  • Conducts internal surveys, facilitates focus groups, and supports in needs assessment and strategic planning
  • Perform related work as required

Minimum Qualifications

Education: Bachelor's degree in public or community health, social work, or health promotion from an accredited college or university.

AND

Experience: Have at least (2) years of experience in professional-level health education and promotion, substance-use disorder, and community engagement work.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge, Skills, and Abilities

  • Excellent verbal and written communication skills including proven dispute resolution skills.
  • Knowledge of harm reduction practice and strategy
  • Must have valid Maryland Driver's license
  • Strong interpersonal skills
  • Strong presentation and public speaking skills
  • Excellent organizational skills and attention to detail.
  • Proficient with Microsoft Office Suite or related software.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
