TheFiscal ServicesDivision is responsible for developing, planning and monitoring the SCA’s operating budget,creatingand monitoringproject budgets for all projects,preparation ofyear-end financial reports and management ofbanking relationshipsas well asprocessingall payments.  Fiscal Servicesalsoprovides financial reports to OMB which are used to support City bond sales and submits project data to the State Education Department that allows NYC to receive building aid funding.

Job Description Summary

The Payroll Senior Management Specialist is responsible for overseeing timekeeping functions, assisting with payroll processing, and ensuring compliance with policies, procedures and regulations.

Job Description

Responsibilities include:

  • Assist with overall payroll workflow
  • Manage and process daily timekeeping and attendance functions
  • Processes payroll transactions accurately and on schedule including salaries, benefits, garnishments, taxes and other deductions, when applicable.
  • Ensures accurate and timely processing of timekeeping and payroll updates including but not limited to employees, new hires, terminations, and employee changes.
  • Ensures compliance with federal, state and local wage and hour laws, collective bargaining agreements and company policy.
  • Maintain, monitor and audit the payroll and timekeeping functions to ensure accuracy and compliance.
  • Reconcile payroll discrepancies and resolve employee payroll inquiries in a timely manner.
  • Oversees the maintenance of employee records and ensure confidentiality for employee information.
  • Prepare and support payroll related, statistical and analytical reports for management as required.
  • Support payroll systems including but not limited to updates, testing, and process improvements.
  • Train and supervisor staff, as applicable.
  • Performs other duties, as assigned

    Minimum Qualification:

  • Baccalaureate degree from an accredited college or university; and
  • Three (3) years of full-time experience in payroll or a  
  • satisfactory combination of education and experience.

    Weighted consideration for candidates with:

  • Hands on payroll processing and understanding of payroll regulations.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Experience with payroll and timekeeping systems.
  • Proficient in MS Office (Excel, Word, Outlook, PowerPoint)
  • Proficient with payroll software.

    Work Experience

    Three years of full-time experience in consulting, design and implementation of management reports, or operations, financial, and/or management analysis, including relevant computer skills; or a satisfactory combination of education and experience.
