Job Description

I. POSITION SUMMARY

This position is responsible for the direction, coordination and overall management of the Payroll System. The Payroll Coordinator is responsible for planning, computing and processing time records, calculating payroll, maintaining accurate payroll and accounting records and preparing all applicable returns and reports to Federal and State regulators.

• II. REPORTING RELATIONSHIPS• A. Reports to: Controller• B. Supervises: None• III. MAJOR RESPONSIBILITIES• A. Process biweekly payroll and special pays by established deadlines• 1. Ensure accuracy by reviewing timesheets and deductions with each pay• 2. Remit taxes and deductions as required with each pay

• B. Maintain accurate, organized, and secure employee records• 1. Process new hires in a timely manner• 2. Update the payroll system for changes in tax or deduction elections• 3. Process terminations and final pays consistent with policies and regulations

• C. Process vendor payments for employee and retiree benefit plans• 1. Balance invoices to employee records when received• 2. Process invoices for payment through AP by due dates• 3. Communicate discrepancies to Human Resources and Vendors as required

• D. Process billing for retired employees with continued coverage on group plans• 1. Maintain system accounts with correct coverage and contact information• 2. Process invoices and bank drafts on a schedule• 3. Monitor accounts for outstanding balances

E. Prepare and file payroll tax forms1. Quarterly tax reporting – SUTA, FUTA, 941, and other required reports2. Annual form preparation

• F. Process payroll month end system entries and allocations• G. Serve as primary point of contact for employees and Human Resources• 1. Coordinate with HR on compliance, benefit, and legal issues concerning payroll• 2. Respond to employee inquiries about pay and deductions• 3. Respond to management requests for reports and data• 4. Respond to third party requests for employment verification or garnishment orders

• IV. INTERNAL RELATIONSHIPS• A. Accounting Staff: Maintain open communication with all department staff to manage tasks and coordinate the department workload• B. Controller: Provide accurate payroll records and transmission files for review and submission• C. District Managers and Department Heads: Provide communication and guidance concerning Payroll issues and respond to requests for information and assistance• D. Employees: Assist and provide information and documents necessary for complete and correct processing of payroll• V. EXTERNAL RELATIONSHIPS• A. Consumer-Members, General Public, Retired Employees: Maintains good relations in all contacts with the general public.• VI. WAGE AND SALARY INFORMATION• A. Exempt

JOB SPECIFICATIONS.

POSITION REQUIREMENTS

A. EDUCATIONHigh School Diploma or equivalent required. Bachelor's degree in accounting or related field preferred.

B. EXPERIENCEShould have a minimum of 5 years' experience utilizing Payroll and Accounting Systems.

C. JOB KNOWLEDGEShould have a thorough understanding of Cooperative policies, payroll procedures, and payroll tax rules and regulations. Should have working knowledge of basic accounting procedures. Must be proficient to advanced with Excel and other Microsoft applications, and familiar with high level excel functions and analytical tools.

• D. SKILLS• 1. Highly organized and comfortable in a paperless work environment• 2. Detail oriented• 3. Able to manage workload and meet deadlines• 4. Experience with Microsoft Excel and Computerized Payroll Systems• 5. Knowledge of federal and state payroll regulations and requirements• 6. Strong written and verbal communication skills• 7. Ability to analyze/interpret data and take appropriate action

E. ABILITIESMust have a valid Arkansas driver's license. Should be a self-starter who can develop ideas, propose plans and execute them with a minimum amount of direct guidance and supervision. Must be skilled in verbal and written communications, able to prepare data with accuracy and detail, and plan effectively.

F. WORKING CONDITIONSNormal office conditions with some irregular hours and overtime required.
