About the Position

The Payroll Manager will lead and oversee the payroll function for a large, multi-state workforce . This role is responsible for ensuring the accurate, compliant, and timely processing of weekly payroll while driving operational excellence across payroll systems, reporting, and team leadership.

Key Responsibilities:

  • Manage end-to-end weekly multi-state payroll processing, including earnings, deductions, tax withholdings, direct deposits, garnishments, and adjustments
  • Oversee payroll audits, validation, reconciliation, and general ledger interfacing
  • Lead, mentor, and develop payroll team members; establish goals and evaluate performance
  • Administer certified payroll processes for federally funded projects, including union reporting, dues, and fringe benefits
  • Ensure compliance with federal, state, and local tax regulations and labor laws (FLSA, FICA, etc.)
  • Manage payroll tax filings, reconciliations, and related correspondence across all jurisdictions
  • Serve as liaison with Dayforce for tax compliance, reconciliation, and registrations
  • Support Corporate Accounting with payroll-related journal entries, account reconciliations, and discrepancy resolution
  • Oversee year-end payroll activities, including W-2 validation and distribution
  • Maintain relationships with auditors, regulatory agencies, and union representatives
  • Drive continuous improvement of payroll systems, processes, and controls
  • Maintain strict confidentiality and uphold high ethical standards in payroll administration

Requirements

Education & Experience:

  • Bachelor's degree in Accounting, Finance, or related field preferred (or equivalent experience)
  • 8–10+ years of progressive payroll experience, including multi-state payroll processing

Technical Skills & Credentials:

  • Experience with Workday (highly preferred)
  • Experience interfacing with accounting systems such as JD Edwards
  • Certified Payroll Professional (CPP) designation is a plus
  • Strong knowledge of payroll tax regulations and compliance requirements

Core Competencies:

  • Proven leadership experience managing and developing payroll teams
  • Strong understanding of union payroll and certified payroll reporting (preferred)
  • Working knowledge of general ledger accounting and payroll-related reconciliations
  • Advanced Excel skills and strong analytical capabilities
  • Ability to manage complex payroll environments and meet strict deadlines
  • Excellent communication skills with the ability to handle sensitive and confidential information

Additional Qualifications:

  • Experience with payroll system implementations or conversions is a plus
  • Strong problem-solving skills with the ability to troubleshoot system and process issues
  • Detail-oriented, organized, and able to operate in a fast-paced, deadline-driven environment
