We have an exciting opportunity for a PERSEC Manager to join our Security department located in Poway, CA.
Provide strategic leadership for the enterprise Personnel Security (PERSEC) Program, establishing and maintaining policies, procedures, and standards governing personnel vetting, onboarding, continuous evaluation, and off-boarding. Advise executive leadership on personnel security risks, regulatory compliance, and mitigation strategies while ensuring all program activities align with applicable government regulations and industry security standards. Develop and sustain a robust personnel security framework that safeguards sensitive information, supports operational integrity, and promotes a culture of compliance and accountability across the organization.
Duties & Responsibilities:
- Lead and manage the enterprise Personnel Security (PERSEC) program, ensuring effective implementation of policies, procedures, and controls governing personnel vetting, eligibility determinations, and access to sensitive information and facilities.
- Oversee the full lifecycle of personnel security processing, including background investigations, security clearance submissions, adjudication coordination, continuous evaluation, periodic reinvestigations, and debriefing/off-boarding activities.
- Ensure compliance with applicable federal regulations, contractual requirements, and organizational policies related to personnel security, and prepare for or support internal and external security inspections and audits.
- Advise executive leadership on personnel security risks, compliance posture, and mitigation strategies, providing recommendations that support organizational security objectives and operational continuity.
- Supervise and develop PERSEC staff, including assigning workloads, establishing performance expectations, providing training, and ensuring consistent application of personnel security procedures.
- Coordinate with internal stakeholders such as Human Resources, Legal, Information Security, Insider Threat programs, and program management to ensure proper handling of personnel security matters.
- Serve as the primary liaison with government security offices, investigative agencies, and contracting authorities regarding background investigations, clearance processing, and personnel security compliance.
- Maintain and safeguard personnel security records and systems, ensuring accurate documentation, proper handling of sensitive information, and compliance with privacy and records management requirements.
- Manage reporting requirements and incident response related to personnel security issues, including potential insider threat indicators, adverse information, and reportable security events.
- Develop and deliver personnel security training and awareness programs to ensure employees understand their security responsibilities, reporting obligations, and compliance requirements.
- Conduct risk assessments and implement process improvements to enhance the efficiency, effectiveness, and integrity of the personnel security program.
- Prepare reports, metrics, and briefings for senior leadership regarding clearance processing status, program performance, and emerging personnel security risks.

Job Qualifications
Typically requires a Bachelor's degree in business administration or related field, and thirteen or more years progressive experience in security administration.
Equivalent experience may be substituted in lieu of education.
Must have or be able to obtain and hold the appropriate security clearance(s).
Must have extensive expertise in the application of relevant security concepts and practices with a comprehensive knowledge of federal and local security regulations, 32 CFR Part 117 NISPOM, and current security operating procedures.
Must possess:
extensive experience managing relationships with external security agencies, including DOD and DOE; (2) the ability to articulate and write in a clear and concise fashion, effectively address diverse audiences including executive management, and facilitate difficult discussions.
strong leadership, interpersonal, and management skills with the ability to build and sustain a successful team; and
the ability to interpret and explain complex issues.
Must be able to work extended hours as necessary and travel as required.
