The purpose of this entry-level position is to provide basic assistant and information to property owners both in writing, primarily through email, and verbally. This position must maintain a high level of professionalism, courtesy and patience to present the district in the best light possible. This role will have a working knowledge of the district's policies and procedures and extensive knowledge of the Public Information Act laws regulating the District. This position will provide basic assistance and information to property owners both in writing, primarily through email and verbally with regular supervision.EDUCATION/POSITION SPECIFIC REQUIREMENTS & WORK EXPERIENCE
EDUCATION REQUIREMENTS• High School Diploma or equivalent• Two (2) years of college or equivalent experience preferred.
WORK EXPERIENCE• 2 years of related work experienceNote: Must successfully complete and pass TDLR courses 101, 102, and 7 within two years of employment.JOB RESPONSIBILITIESGeneral Responsibilities (Broad responsibilities that are consistent across job families)• Serve property owners, general public, and other HCAD divisions in a professional, courteous and empathetic manner.• Provide assistance to the general public and HCAD employees by receiving and responding to emails, making phone calls; handle written and verbal correspondence.• Handle adverse situations to provide appropriate solutions and alternatives to ensure resolution.• Provide accurate, valid, and complete information clearly and concisely utilizing the right methods and tools.• Operate a PC with HCAD’s various computer systems in order to research and retrieve HCAD records to verify or convey such information to the public in response to inquiries.• Deliver effective and factual communication regarding HCAD policies, procedures and property tax laws affecting both the property owner and HCAD.• Maintain current knowledge of new and revised tax laws and proper tax codes and important deadlines for action.• Handle special projects as assigned by researching and presenting information.• Perform other duties as assigned.Position Specific Responsibilities (Division specific responsibilities)PUBLIC INFORMATION (IAD):• Learn records and information release practices and procedures.• Make available district records and information materials to the general public as is required in the Texas Public Information Act• Work closely with HCAD legal counsel for information that might be excepted from disclosure pursuant to the Public Information Act.• Verify and convey such information to the public in response to inquiries.• Provide assistance to the section supervisor by preparing technical reports and weekly production reports.• Notify requestor of job availability, cost and delivery methods.• Assist other sections as needed.POSITION QUALIFICATIONS & REQUIREMENTSKNOWLEDGE:• Texas Property Tax Code• Texas Public Information Act• Records retrieval practices• Windows operating system• Grammar and spellingWORKING CONDITIONSPositions in this class typically require repetitive motions, sitting or standing for prolonged periods of time in an office setting.PHYSICAL & MENTAL REQUIREMENTSPositions in this class typically require repetitive motions, walking, talking and hearing. Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down on steps. Must be able to lift up to 50-pound file boxes. The position requires considerable concentration, creativity and ability to manage time effectively. The position is subject to stress caused by a changing public environment, mandatory deadlines and heavy workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.
