About the Position

The company is seeking a strategic and highly collaborative Preconstruction Manager to guide projects from early-stage planning through successful transition into construction operations. This role serves as the central coordinator of the preconstruction process, partnering with development teams, architects, engineers, estimating professionals, and municipal agencies to ensure projects are designed efficiently, budgeted accurately, and positioned for successful execution.

The ideal candidate is a big-picture construction professional who excels at managing design-phase activities, facilitating collaboration across multiple disciplines, and proactively identifying risks before construction begins.

Key Responsibilities

  • Serve as the primary liaison between internal development teams and external design consultants, including architects, structural engineers, MEP engineers, and civil engineers.
  • Manage design development processes to ensure project documents remain constructible, cost-effective, and aligned with project schedules.
  • Coordinate with estimating teams to monitor budgets through all major design milestones, including:
    • Schematic Design (SD)
    • Design Development (DD)
    • Construction Documents (CD)
  • Lead value engineering initiatives to identify cost-saving opportunities while preserving project quality and performance objectives.
  • Conduct comprehensive constructability reviews to identify:
    • Design conflicts
    • Site logistics challenges
    • Long-lead procurement risks
    • Scheduling concerns
  • Coordinate with municipal agencies and regulatory stakeholders to support approvals and entitlement processes.
  • Ensure project designs and documentation comply with affordable housing program requirements and applicable building standards.
  • Support compliance with LIHTC, HUD, California Title 24, GreenPoint Rated, and other relevant affordable housing and sustainability requirements.
  • Develop and manage comprehensive preconstruction schedules and milestone tracking.
  • Lead the transition of projects from preconstruction to field operations, ensuring a seamless handoff to Project Managers and Superintendents.
  • Maintain project continuity by documenting critical decisions, assumptions, budgets, risks, and design intent throughout the preconstruction lifecycle.

Requirements

Required Qualifications

  • Minimum 5 years of experience in Preconstruction Management, Project Management, or a related construction leadership role.
  • Significant experience supporting high-density multi-family housing developments, including:
    • Type III wood-frame construction
    • Type V wood-frame construction
    • Podium developments
    • Wrap-style multi-family projects
  • Strong understanding of construction planning, design coordination, constructability reviews, and project budgeting.
  • Demonstrated ability to manage multidisciplinary design teams and facilitate collaboration among stakeholders.
  • Experience coordinating project budgets and collaborating with estimating teams throughout the design process.
  • Excellent communication, presentation, negotiation, and relationship-management skills.
  • Ability to work effectively with developers, consultants, contractors, and municipal agencies.

Preferred Qualifications

  • Experience with affordable housing developments and public financing programs.
  • Familiarity with:
    • Low-Income Housing Tax Credit (LIHTC) projects
    • HUD-funded developments
    • Green building certification programs
    • California Title 24 requirements
    • GreenPoint Rated standards
  • Knowledge of entitlement processes, municipal approvals, and regulatory compliance requirements.
  • Experience leading project handoffs from preconstruction through construction execution.
  • Bachelor's degree in Construction Management, Civil Engineering, Architecture, or a related technical discipline required.
