Job Description

The Global Program Controls organization provides governance, reporting, controls processes, cost management support, and portfolio visibility to help Oracle Cloud Infrastructure deliver global data center programs with greater consistency, transparency, and execution discipline.

Oracle Cloud Infrastructure is seeking a principal-level individual contributor to strengthen delivery predictability and recovery for data center builds globally. This new role operates within Strategic Operations & Execution (SO&E), an execution-assurance function within Global Program Controls, partnering with Data Center Infrastructure Delivery (DCID) project-build Technical Program Managers (TPMs) and functional teams during the final six months of a build-when cross-functional dependencies, schedule integrity, site readiness, commissioning, and customer/capacity commitments converge.

The successful candidate will maintain a deep, current understanding of the global build portfolio; validate project health using authoritative delivery systems; identify emerging schedule, dependency, and execution risks; and help teams convert recovery plans into verified outcomes. The role does not take ownership away from the assigned build TPM. Instead, it adds execution discipline, fact-based challenge, and cross-functional coordination where normal mechanisms are not yet producing the required result.

What You Will Do

Portfolio Delivery Health & Final-Mile Execution

  • Own the execution-assurance rhythm for a global portfolio of data center builds within the rolling 0-6-month horizon, with primary focus on the final six months of delivery.Develop and sustain a detailed working knowledge of each assigned build: critical path, forecast dates, construction and fitout status, site-readiness conditions, commissioning/acceptance milestones, material and network dependencies, open risks, and decision needs.
  • Validate schedule, milestone, risk, action, and forecast data in authoritative tools (including Oracle Primavera Cloud and approved reporting views); drive timely correction at the source rather than creating duplicate reporting.
  • Analyze leading indicators and exceptions to distinguish data-quality issues from confirmed delivery threats; surface material trends, aging blockers, and forecast instability early.

Recovery, Coordination & Escalation

  • Partner with Project Build TPMs to assess critical-path threats, validate root drivers and recovery assumptions, and establish practical actions with clear owners, dates, dependencies, and evidence of closure.
  • Facilitate focused weekly and ad hoc operating reviews that produce decisions, commitments, and next steps-not status-only reporting-while respecting TPM and functional-team accountability.
  • Coordinate across construction, site design, data hall design, network, hardware/materials, operations, sourcing, finance, safety, security, colocation suppliers, and other delivery partners to remove cross-functional blockers.
  • Escalate choices and consequences when authority, resources, funding, prioritization, or leadership decisions are required; provide concise, fact-based recommendations and decision-by dates.

Tools, Process & Continuous Improvement

  • Help define, test, and improve the tools, data standards, operating mechanisms, dashboards, and workflows that enable Project Build TPMs to execute consistently and predictably.
  • Identify recurring failure modes and process friction in global delivery; translate findings into scalable preventive controls, clear ownership models, and practical adoption plans.
  • Measure and communicate improvement using data health and freshness, action closure, decision cycle time, forecast stability, recovery milestone reliability, time in Red, and on-time delivery.
