Job Description

Organization Overview:The Appalachian Regional Commission (ARC) is an economic development entity of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. ARC’s mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in Appalachia to help the Region achieve socioeconomic parity with the nation.  

Position Summary:ARC is seeking a Program Analyst [POWER & ARISE] to facilitate and execute a broad range of tasks encompassing the full lifecycle of the Partnerships for Opportunity & Workforce & Economic Revitalization (POWER) program; coordinate aspects of operating the Appalachian Regional initiative for Stronger Economies (ARISE) initiative; coordination with the thirteen ARC states that comprise the Appalachian region. Other partners in these initiatives include Local Development District (LDDs) other federal administering agencies, state agencies, grantees and local agencies.Required Qualifications:

  • 2 to 3 years of solid demonstrated project management experience to develop and follow project timelines and produce deliverables.
  • Good communication skills withclear articulation and engaging presentation style.
  • Excellent writing skills for proofreading and editing skills.
  • Ability to work independently as well as collaborating with a team.
  • Proficiency with Microsoft Suite, specifically Word, Excel, and PPTX.
  • Strong technology knowledge with virtual meeting platforms such as Zoom and Microsoft Teams.
  • Core competencies: accountability, adaptability, collaboration, communication, critical analysis.
  • Ability to thrive in a collaborative environment and bring an energetic and innovative approach to his or her work.
  • Bachelor's degree and 3 to 5 years of relevant experience.
  • Master’s degree a plus.
  • Successful completion (prior to hire) and maintenance of background security review.
  • Ability to travel (up to ~25%). Must maintain and possess a valid driver’s license.

ARC generally follows the General Schedule Salary Table of the Federal government.  ARC’s grades denoted by “NF” are equivalent to the federal grade(s) on the GS chart.  This position is an NF-12 (DC locality).
