Program Compliance Specialist – Fraud Department

Position Overview
We are seeking a Program Compliance Specialist to join the Fraud Department and support investigations involving potential fraud, program abuse, and compliance violations within affordable housing programs.
This position will review participant and applicant information, analyze program data, conduct audits and investigations, and work closely with management, program staff, and legal counsel to identify and resolve potential violations. The ideal candidate will have experience with HUD, Housing Choice Voucher (HCV) programs, PHA operations, or affordable housing compliance and possess strong analytical and investigative skills.
Key Responsibilities
- Receive, document, and investigate allegations of fraud, program abuse, and lease violations involving applicants, program participants, and landlords.
- Review applicant and participant files for compliance with HUD regulations, the Code of Federal Regulations (CFR), and agency policies.
- Analyze Enterprise Income Verification (EIV) data to identify unreported or underreported income.
- Recommend appropriate actions based on investigation findings, including repayment agreements or file termination when applicable.
- Conduct audits of eligibility determinations, income calculations, rent determinations, and contractual documentation.
- Maintain accurate and confidential records of investigations, findings, and compliance activities.
- Utilize investigative databases and tools, including CJIS, DAVID, and Accurint, as applicable.
- Prepare detailed written summaries, findings, and recommendations for management and legal review.
- Recommend corrective actions and work with legal counsel, management, and program staff to resolve identified violations.
- Ensure confidentiality, professionalism, and appropriate due process throughout all investigative activities.
- Perform other duties as assigned.
Qualifications & Requirements
- Bachelor's degree in a related field or equivalent professional experience.
- 2–5 years of experience in affordable housing, PHA operations, HUD-regulated programs, compliance, auditing, or a related field.
- Strong knowledge of HUD regulations and Housing Choice Voucher (HCV) program requirements.
- Experience working with EIV data strongly preferred.
- Strong analytical, investigative, and problem-solving skills.
- Exceptional attention to detail and ability to identify discrepancies or potential violations.
- Excellent written and verbal communication skills.
- Ability to handle sensitive and confidential information with professionalism and discretion.
- Ability to work independently, prioritize assignments, and exercise sound judgment.
- Strong organizational skills and the ability to manage multiple investigations or assignments.
Preferred Experience
Experience with fraud investigations, program integrity, HCV compliance, EIV, PHA operations, HUD regulations, affordable housing, auditing, or investigative databases is highly valued.
