Job Description:

Parsons is looking for an amazingly talentedProgram Director to join our team to support a large government customer in successfully delivering on a significant infrastructure portfolio in the National Capital Region.

In our anticipated role, Parsons will provide Owner Agent support including Program Management, Planning and Design oversight, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.

This program is aligned in the Washington DC area and this position will require co-location

What You'll Be Doing:

  • Serves as the primary contact with client representatives, subcontractors, and government representatives for program-related activities. Maintains strong client and community relations.
  • Keeps alert to possible problem areas and takes preventative action to ensure that critical milestones are met for each phase of the project.
  • Prepares periodic reports summarizing progress of project and program activities for higher-level management and clients.

What Required Skills You'll Bring:

  • BS degree and 15+ years experience with progressive experience in Design, Construction, and management
  • PMO Leadership & Governance: Expert in creating and managing PMOs from the ground up, implementing effective controls, standards, reporting structures, and KPIs to ensure program alignment with strategic goals.
  • Proven expertise in establishing and leadingProgram Management Office (PMO) functions to govern, standardize, and optimize the execution of large, complex design and construction programs.
  • Extensive experience working in program management and construction leadership roles, with a deep understanding of proprietary systems, best practices, and commitment to quality and safety.
  • Contract & Risk Management: Master negotiator and manager of complex EPC, DB, and PCM contracts (FIDIC, etc.). Adept at proactive risk identification, mitigation, and claims management to protect project viability.
  • Stakeholder Management: Exceptional track record of building consensus and maintaining effective relationships with high-level clients, government entities, subcontractors, and regulatory bodies.
  • Operational Excellence: Deep commitment to HSE (Health, Safety, and Environment) leadership, ensuring azero-incident culture. Championing the integration of cutting-edge construction technologies (BIM, digital project management tools) to drive efficiency. Directly involved in the construction and PMO oversight of major infrastructure programs.
  • Experience with Profit and Loss (P&L) management.
  • Excellent written and oral communications skills
  • Advanced leadership skills with ability to perform in a Senior management capacity
  • Must have strong background in Federal Government contracting, including acquisition and procurement processes related to construction including to include experience with pricing strategy and negotiation techniques.
  • Ability to organize and direct outcomes in a matrixed organization.

What Desired Skills You'll Bring:

  • BS and 15+ years experience with progressive experience in Design, Construction, and management
  • Degree in Engineering, Construction or related field
  • Professional Registration preferred (PE or RA)
  • Current/Active Secret or TS clearance, or higher
  • PMP or CCM Certification
