Job Description

Program Mobilization and Current State Review The Contractor shall conduct a current state review of the Agency's real estate management functions, workload, data, processes, customer relationships, governance arrangements, and planned building occupancies. The review shall include:
  • Existing tenants and occupancy arrangements.
  • Vacant and available space.
  • Prospective tenant pipeline.
  • Current and anticipated occupancy agreements.
  • Tenant points of contact and governance structures.
  • Existing space, rent, billing, and utilization data.
  • Current staffing and capability coverage.
  • Existing policies, procedures, templates, and systems.
  • Interfaces with facilities management, security, financial management, acquisition, information technology, and shared service providers.
  • Immediate operational, financial, customer service, and compliance risks.
  • Functions that require government ownership.
  • Functions suitable for continuing contractor support.
  • Functions planned for transfer to federal employees.
The Contractor shall develop a prioritized mobilization plan identifying immediate actions, required decisions, dependencies, and recommended sequencing. Education : Bachelor's degree. Experience: 13+ years of progressively responsible real estate, portfolio, and program management experience, including Federal real estate programs; management of multidisciplinary teams of 70+ personnel; oversight of portfolios/facilities exceeding 500,000 SF; and management of large, complex real estate organizations. Demonstrated experience in risk management, quality control oversight, and direct coordination with Government stakeholders on program performance and issue resolution.
