JOB TITLE:Program Manager:  Waterbury Reentry Welcome Center, Waterbury, CT

SALARY:  $75,000

POSITION REQUIREMENTS:

Reporting to the Program Operations Director for Reentry Services, the Waterbury Reentry Welcome Center (WRWC) Program Manager is responsible for overseeing and implementing all WRWC services and staffing to ensure compliance with agency and contractual requirements. This this position also provides direct oversight for the Pathway Home CT program which provides supervision for five case managers located regionally across the state.

The Program Manager will set the program tone, coordinate and collaborate with management teams and possess the ability to manage complex decisions, build credible relationships and multi-task.  

The Program Manager is responsible for ensuring a strengths-based culture is embraced, participant/program outcomes are consistently met, and the program is positioned for success internally and externally.

Bachelor's degree, preferably in the Social Science field, and at least three years supervisory experience in the Criminal Justice or Social Work field. Equivalent work experience will be considered in lieu of education.  Experience working with criminal justice population and with performance-based contracting. Exceptional time management, communication skills (verbal, written, and computer).  Knowledge of the court system, reentry services and community providers in the Greater Waterbury Community.  Knowledge of crisis intervention, trauma-informed care, evidence-based practices, and gender responsive principles.  Strong leadership, decision making, communication, interpersonal and organizational/ prioritization skills. Ability to work collaboratively with state agencies, community service providers, churches, civic groups and funding sources. Efficient data management and critical analysis.  The ideal candidate will be in recovery for at least five years and/or formerly incarcerated. If formerly incarcerated the individual must have completed parole and/or probation and have no criminal justice involvement for at least three years.  Valid driver's license and reliable transportation required. Bi-lingual (English/Spanish) preferred.

KEY RESPONSIBILITIES:

  1. Commit to the agency mission and program goals.
  2. Promote a culture of respect, empathy, mutual support and belonging, working to eliminate any unconscious bias or discrimination in our beliefs, rules and systems.
  3. Oversee direction and management of program activities and staff, ensuring fidelity of program model.
  4. Work in collaboration with Pathway Home CT lead partner, Career Resources, Inc.
  5. Lead and facilitate regular team meetings with staff.
  6. Formally meet monthly with staff on an individual basis to review and discuss performance and professional development; ensure 1x1 supervision occur with all program staff.
  7. Participate in the development of resources and staff to support the program and CPA's cultural responsiveness and multi-lingual capacity.
  8. Ensure program is in compliance with agency and contractual requirements.
  9. Conduct file reviews in a manner consistent with program, agency and funder guidelines.
  10. Ensure staff are in compliance with inputting data into designated database in a timely manner.
  11. Maintain clear and open communication/collaboration with referral sources/funder network.
  12. Maintain open lines of communication with staff and community partners to ensure participants are receiving optimal services.
  13. Prepare and submit all reports in a manner consistent with program, agency and funder guidelines.
  14. Provide leadership, support and supervision to five Pathway Home CT staff located across the state.
  15. Provide oversight of Pathway Home CT data collection ensuring data integrity and timeliness.
  16. Manage and maintain fiscal resources in collaboration with Program Operations Director and Fiscal Office.
  17. Oversee use and maintenance of CPA property (building, computers, etc.).
  18. Participate in monthly Program Manager Meeting and engage in leadership opportunities.
  19. Represent the agency/program at the request of the Program Operations Director.
  20. As appropriate, collaborate with Human Resources Director and Program Operations Director, on employment matters including recruiting, hiring, promotions/transfers, performance management and terminations.
  21. Ensure staff compliance with CPA policies and procedures regarding professional behavior, attendance, attire, etc. 
  22. Coordinate program fundraising events and research alternative funding resources.
  23. Perform other leadership tasks and inter-agency functions as required.
