Job Summary Heartland Consulting is seeking a highly experienced Program Manager to serve as the primary point of contact for contract management and execution on a critical U.S. Army training models program. In this key leadership role, you will oversee daily operations, identify and implement optimal software tools to enhance task efficiency, and ensure seamless coordination and communication with government representatives. This position requires strong authority in representing the contractor and deep expertise in Army resource management.
Responsibilities
- Serve as the primary point of contact (including as the Contracting Officer's Representative liaison) for all contract-related matters.
- Exercise full authority to represent the contractor in day-to-day operations and decision-making.
- Maintain availability during normal business hours (excluding federal holidays or government facility closures) to support program needs.
- Analyze interrelationships between logistics policies and training resource requirements to inform strategic decisions.
- Apply specialized expertise in HQDA program and budget packaging methodologies to support effective resource allocation and decision-making.
- Coordinate closely with government stakeholders to ensure program objectives are met on time and within scope.
Requirements
- Bachelor's degree in Finance, Business, Management, or a related field.
- 10+ years of proven successful experience with HQDA program and budget packaging methodologies.
- Thorough knowledge and hands-on experience with project applications including cTRM, BLTM, cITRM, cATRM, and cMRM.
- Recognized expertise in working with all three Army components (Active, Guard, Reserve) in training and resource management.
- Strong familiarity with Army doctrine and reserve component acronyms.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
- Must be a U.S. citizen and currently possess (or be eligible to obtain and maintain) a Top Secret clearance with SCI access.
Preferred Qualifications
- Direct experience with PPBE (Planning, Programming, Budgeting, and Execution) processes at the HQDA level.
