Job Description

You own delivery. You lead teams. You protect mission outcomes.This role sits at the center of a high visibility Intelligence Community program. You manage cost, schedule, performance, and risk across a complex technical environment. You serve as the primary interface with Government leadership and contractor executives. You keep programs on track when pressure is high and timelines are tight.You translate strategy into execution. You bring order to complexity. You keep teams aligned and accountable.Core Responsibilities.

  • Serve as the single point of contact for the Contracting Officer, Contracting Officer’s Representative, Government Program Manager, and senior contractor leadership.

  • Own program cost, schedule, and performance across the full contract lifecycle.

  • Plan, track, and execute work using Integrated Program Baselines and resource loaded schedules.

  • Lead requirements analysis, staffing plans, and resource allocation across multi task, multi vendor efforts.

  • Manage risk proactively. Identify issues early. Drive mitigation plans to closure.

  • Oversee Earned Value Management, Estimates to Complete, funds tracking, and man hour reporting.

  • Review and approve all financial, technical, and status reports prior to Government delivery.

  • Prepare and deliver program reviews, status briefings, and formal updates to Government stakeholders.

  • Ensure compliance with contract terms, FAR, DFARS, DoD 5000 series, and Intelligence Community policies.

  • Coordinate Engineering Change Proposals, value engineering efforts, and quality assurance activities.

  • Build and sustain strong working relationships across Government, prime, and subcontractor teams.

Technical and Program Management Requirements.

  • Fifteen years of experience managing programs or projects of similar scope, type, and complexity.

  • Demonstrated success managing multi task contracts and subcontractors in a multi vendor environment.

  • Hands on experience with cost control, schedule management, deliverable tracking, and reporting.

  • At least three years managing funds and resources using Earned Value Management or equivalent systems.

  • Strong working knowledge of FAR, DFARS, DoD 5000 series, and ICD 801 policies.

  • PMP, FAC P PM Senior Level, or DAWIA Level 3 certification in Program Management.

Intelligence Community Program Expectations.

  • Comfort operating in classified environments with evolving priorities.

  • Ability to balance mission urgency with compliance and fiscal discipline.

  • Experience supporting operational, analytic, or mission systems programs.

  • Skill translating technical progress into clear executive level communication.

Leadership and Soft Skills.

  • Executive presence. You communicate with clarity and confidence at all levels.

  • Calm under pressure. You make decisions with incomplete data and tight deadlines.

  • Team builder. You align engineers, analysts, and stakeholders toward shared outcomes.
