TITLE: Program Manager  
POSITION: Full-Time/ In-Person   
FLSA Status: Exempt/salaried
DEPARTMENT: Parent Mentor Program 
LOCATION: Portland, Oregon 
SALARY: $36.60/hr. - $40.42/hr. (76,000/yr. - 84,000/yr.)

Position Summary
The Program Manager coordinates and supervises the delivery of the Parent Mentor Program across 10 districts in Oregon including D1;2;3;5;6;9;10;13;15;16.  Specific districts to supervise will be determined upon hire.  This position provides Parent Mentor supervision, Management supervision, and coordination of program services and training activities.  
Duties and Responsibilities
  • Coordinates the implementation of Parent Mentor Programs and assures that the program is implemented consistently with stated goals, objectives and Morrison policies and procedures.
  • Develop knowledge and expertise related to culturally specific peer support services; coordinate startup of new mentoring & court orientation services; coordinate data reporting for Oregon Health Authority.
  • Works in collaboration with Program Director to provide oversight for budget monitoring, contract compliance and process improvement.
  • Monitors data tracking systems and implements data collections procedures efficiently and effectively.
  • Works closely with Program Evaluation and IT to develop and maintain a recordkeeping database.
  • Supports supervisors in developing workplans, termination, or any other disciplinary action in coordination with Human Resources.
  • Oversees hiring, trainings and onboarding process across sites.
  • Develop knowledge and expertise related to the implementation of the Parent Mentor Program in all counties of service.
  • Provides supervision for Program Supervisors and identifies trainings to increase management skills.
  • Maintains positive, effective, collaborative relationships with ODHS administrative and direct service staff as well as all community partners.
  • Identifies staff training needs and arranges for training and consultation to address staff needs.
  • Represent Parent Mentor Program at community meetings with all ODHS branches and other community partners.
  • Provides leadership and role models positive communication as part of the Parent Mentor Management Team.
  • Support Program Director in development of RFP’s; grants and other projects as assigned.
  • Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices. 
  • Participate in staff development, in-services, and training related to workplace effectiveness; model professional behaviors and implement improvements to business practices with awareness of their impact in a trauma-informed behavioral healthcare organization.  

Experience/Education Requirements 

  • BS in Social Services or 8 years equivalent experience in peer-delivered services
  • Three years’ experience in program development, implementation and oversight
  • Three years’ experience directly supervising employees
  • Basic computer skills using databases, word processing, spreadsheets and email
  • Thorough understanding and/or personal experience with addiction, addiction treatment, and the process of being in recovery
Other Requirements
  • Position requires personal transportation. If driving a personal vehicle, a valid license for the state of residency, personal liability insurance, and a driving record permitting coverage under corporate auto liability policy.
  • Bloodborne Pathogens training is required on the first day of employment.
  • Must pass a criminal history check.
Working Conditions
Environment: Work is done in clinical offices, community settings, including Morrison Residential, administration buildings, public locations, and social service sites. Breaks and meals are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.  
Mental demands: Work assigned is diverse and may involve addressing new and unique circumstances. The work might be unpredictable and disrupts planned tasks, requiring flexible time management.  
Physical demands: Ability to remain calm and emotionally available serving youth, adults and or families who have experienced trauma. Proficient with office equipment and physical movement. Ability to perform physical interventions if needed in accordance with program and training. Physical dexterity for reaching, stooping, and repetitive wrist and hand motions.
