Position Overview We are seeking an experienced Program Manager to lead complex technology initiatives supporting a U.S. Department of Justice (DOJ) environment. The Program Manager will provide strategic and operational leadership across cross-functional technology teams responsible for enterprise architecture, software engineering, data, cloud, DevSecOps, product delivery, and digital transformation. This role requires a strong understanding of modern technology delivery practices and the ability to work effectively with government stakeholders, technical leadership, and multidisciplinary teams.Key Responsibilities
- Provide overall program leadership, direction, and delivery oversight for complex federal technology initiatives.
- Lead and coordinate cross-functional teams across product management, architecture, software engineering, data, cloud, security, and DevSecOps.
- Establish program priorities, delivery plans, milestones, dependencies, and performance objectives.
- Work closely with government stakeholders to understand mission needs, prioritize initiatives, and ensure alignment with organizational objectives.
- Establish and maintain program governance, processes, reporting, and performance management practices.
- Oversee Agile and product-oriented delivery methodologies, including planning, execution, release coordination, and continuous improvement.
- Identify, assess, and proactively mitigate program, technical, resource, schedule, and operational risks.
- Track program performance using meaningful delivery, quality, reliability, cost, and customer-focused metrics.
- Coordinate dependencies across products, teams, systems, and technical workstreams.
- Provide executive-level briefings, status reports, recommendations, and escalation management.
- Promote adoption of modern engineering practices, including DevSecOps, CI/CD, automation, cloud-native approaches, and data-driven delivery.
- Ensure appropriate attention to security, accessibility, compliance, quality, and operational requirements throughout the delivery lifecycle.
- Support technology modernization initiatives, including modernization of legacy systems and development of new digital capabilities.
- Facilitate effective communication, knowledge transfer, stakeholder engagement, and collaboration across distributed teams.
- Foster a culture of accountability, innovation, customer focus, and continuous improvement.
- Bachelor's degree in Computer Science, Information Technology, Engineering, Business, or a related field.
- PMP Certification
- 10+ years of experience managing complex IT programs, technology initiatives, or enterprise application development programs.
- Demonstrated experience leading multidisciplinary technical teams and multiple concurrent workstreams.
- Strong experience with Agile, Scrum, product-oriented delivery, and modern software development practices.
- Experience with program governance, risk management, resource planning, performance measurement, and stakeholder management.
- Experience supporting U.S. Federal Government technology programs.
- Working knowledge of enterprise architecture, software engineering, cloud, data integration, cybersecurity, and DevSecOps.
- Excellent communication, presentation, organizational, and leadership skills.
- Ability to communicate effectively with both technical and non-technical stakeholders.
- PgMP, SAFe, Scrum, or comparable certification.
- Experience supporting DOJ, OJP, or other federal civilian agency programs.
- Experience leading enterprise modernization or digital transformation initiatives.
- Experience managing product-centric technology organizations or cross-functional product teams.
- Experience with cloud platforms, DevSecOps, CI/CD, data platforms, and enterprise integration.
- Experience establishing program metrics and using data to drive delivery and investment decisions.
- Experience with federal security, accessibility, and compliance requirements.
