We simplify complex processes and deliver breakthrough results for federal clients across healthcare, financial services, and national security.Position Title: Program ManagerLocation: Tysons Corner, VA (Open for remote)Duration: FulltimeClearance: IRS MBI Clearances is preferredPosition Overview The Program Manager will lead the delivery and oversight of enterprise application development and modernization initiatives supporting the Internal Revenue Service (IRS). This role is responsible for managing program execution, coordinating cross-functional delivery teams, and ensuring successful delivery of enterprise case management (ECM) and related digital services within a cloud-based, agile development environment. The Program Manager will serve as the primary interface with IRS stakeholders and will oversee program governance, delivery performance, staffing, financial management, and compliance with federal standards. This position supports multiple agile product teams responsible for developing, modernizing, and sustaining ECM and related enterprise applications.Key Responsibilities
- Provide overall leadership and management of application delivery programs supporting IRS enterprise platforms, including ECM solutions.
- Serve as the primary point of contact for IRS stakeholders and provide program-level reporting and communication.
- Manage program governance, schedules, staffing plans, risks, and financial performance.
- Oversee delivery of software development activities including design, configuration, integration, testing, and deployment.
- Coordinate multiple agile teams operating within product cycle or release-based delivery frameworks.
- Ensure compliance with federal standards including security, accessibility (Section 508), and enterprise architecture requirements.
- Oversee program reporting including status updates, performance metrics, staffing plans, and financial tracking.
- Support modernization and migration initiatives including legacy system transitions and data migration efforts related to ECM applications.
- Bachelor's degree in Information Technology, Computer Science, Business, or related field.
- 12+ years of experience managing large IT programs or enterprise application delivery initiatives.
- Experience leading agile software development programs with multiple cross-functional teams.
- Demonstrated experience managing federal or government IT programs.
- Strong program governance, risk management, and stakeholder engagement skills.
- Experience supporting the Internal Revenue Service (IRS) or other federal civilian agencies.
- Familiarity with enterprise case management (ECM) platforms or large-scale case management systems.
- Experience with cloud-based application platforms and low-code/no-code technologies such as Pega.
- Knowledge of IRS e-TRAK or related e-TRAK applications is highly desirable.
- Familiarity with federal compliance requirements including Section 508 accessibility standards.
