Job Description

Position summary

Leads TCM’s program at RELLIS and is accountable to campus leadership for the integrity of the obligation record across the portfolio. Builds the program from nothing: the register structure, the governance, the reporting, the procedures. When RELLIS leadership asks whether a developer is meeting its commitments, this is the person who answers.

Responsibilities

Own the obligation register across all agreements in the portfolio and its accuracy

Direct the review of executed agreements, amendments, and exhibits, and the extraction of obligations from them

Establish governance: review cadence, escalation thresholds, documentation standards

Serve as primary interface to RELLIS leadership and to developer counterparts

Prepare correspondence and deficiency documentation for A&M System review and signature

Direct and develop the team; balance loading across projects and stages

Deliver the training and knowledge transfer program as RELLIS fills its own positions

Manage TCM contract administration, staffing, and invoicing on the engagement

Required

12+ years in project or program management on complex capital programs

Demonstrated contract administration depth — can read a long-form agreement, identify what it obligates each party to do, and build a system to track it

Experience in a heavily regulated delivery environment: nuclear, semiconductor, pharmaceutical, data center, aerospace, defense, or major public infrastructure

Prior service as an owner’s representative or owner’s agent, not solely contractor-side

Experience leading a small professional team

Strong technical writing; documentation will be reviewed by attorneys

Credibility with senior executives and comfort holding sophisticated counterparties to their commitments

Bachelor’s degree in engineering, construction management, architecture, business, or a related field, or equivalent experience

Preferred

Texas PE, PMP, CCM, or equivalent

Experience with ground leases, development agreements, or long-term real property instruments

Prior work with a Texas public university system or state agency

Familiarity with e-Builder or comparable owner-side PMIS
