The JCO Development and Sustainment contract will provide rapid capability development and operational readiness leveraging industry best-practices and innovative solutions to ensure Joint Cyber Command and Control (JCC2) meets operational requirements and matures existing government owned software in an efficient and effective manner. The purpose of the JCO effort is to provide Joint Cyber Command and Control (JCC2) Scaled Agile Framework (SAFe) Agile software development and maintenance/sustainment support deployment of capabilities through application releases, containerization, integration, and data engineering work.

Job description

As the Program Manager, you will oversee the operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related subprograms or associated activities. The Program Manager will also oversee fiscal, operational, administrative, and human resources management of the program; seek and develop outside funding sources, serve as principal point of representation and liaison with external constituencies on operational matters, and provide day-to-day technical/professional guidance and leadership as appropriate to the area of expertise. In this role, the Program Manager will have an understanding and experience with large complex IT projects and organizations; analyze information from multiple sources to compile a complete, holistic solution within their areas of expertise; and easily communicate those recommendations and issues to high-level commanders/executives to influence decisions that support the organization's overall strategic plan. Manage day-to-day contractor support.

Duties and Responsibilities:

  • Develop and implement assigned projects.
  • Oversee technical planning, establishment, execution, and evaluation of a multifaceted program/project.
  • Provide day-to-day technical/professional guidance and leadership as appropriate to the area of expertise.
  • Drive technical vision of systems as provided by the Government PMO and has oversight into and understanding technical system capabilities and specifications.
  • Review technical documentation produced by contractor team, provide this documentation to the Government PMO, and is responsible for project tracking and analysis.
  • Serve as primary touchpoint to the Government PMO regarding overarching technical vision for the JCO system.
  • Ensure adherence to technical quality standards and review project deliverables.
  • Recommend and take action to direct the analysis and technical solutions of problems.

You MUST have:

  • Active DoD TS/SCI clearance
  • 8+ years of experience managing complex IT programs, with focus on DevSecOps, cloud, and cyber environments
  • Proven experience leading large-scale, multi-team programs/projects, including oversight of subcontractors and deliverables
  • Experience working in Agile environments, including familiarity with SAFe or similar frameworks
  • Strong understanding of cloud computing, distributed systems, and microservices architecture
  • Experience with CI/CD pipelines and modern software development practices
  • Ability to translate technical concepts into executive-level briefings and influence decision-making
  • Experience with program tracking, reporting, and documentation using tools such as Jira and Confluence
  • Demonstrated ability to drive technical execution, ensure quality standards, and manage risk across programs

It’s GREAT if you also have:

  • PMP, PMI-ACP, or CISSP certification
  • Experience with cross-domain solutions (e.g., unclassified to classified environments)
  • Experience supporting DoD cyber or DevSecOps programs/contracts

Education:

  • Bachelor’s degree in related field required + 10 years’ experience OR Master’s degree in related field + 8 years’ experience
