About this Position:

TJFACT is seeking a highly qualified Program Manager to support the Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs (INL) in Washington, DC. Candidates must reside within the Washington, DC Metropolitan Area (DMV) to meet onsite support requirements associated with this role.

Please note this role is contingent upon a contract award.

The Program Manager (PM) will serve as the primary point of contact for INL and provide overall leadership and oversight of TPC personnel. Responsibilities include ensuring the timely and accurate completion of all contract deliverables, supporting the resolution of issues related to contract and BPA Call performance, and participating in meetings as required to facilitate effective program execution.

Major Duties and Responsibilities

  • The Program Manager (PM) shall ensure that all TPC personnel have a clear understanding of performance expectations as defined under this BPA and all subsequent BPA Calls.
  • Ensure personnel compliance with all applicable policies, terms, and conditions.
  • Serve as the primary point of contact (POC) for the Contracting Officer (CO), facilitating issue resolution and supporting all contract-related functions associated with the BPA and issued BPA Calls.
  • Maintain a minimum staffing level of 95% or higher at all times, inclusive of personnel currently in clearance processing (e.g., DS adjudication).
  • Respond to all communications from the INL Contracting Officer (CO) within eight (8) business hours.
  • Ensure accurate and timely reporting of staffing levels within all required weekly, monthly, and annual reports.
  • Achieve a minimum 95% success rate in obtaining required security clearances for submitted personnel.
  • Ensure the successful onboarding of all personnel, including completion of VARs, badging, required briefings, and all onboarding requirements.
  • Ensure 100% on-time submission of all contract deliverables.
  • Address contractor and subcontractor personnel issues promptly and effectively to minimize disruption to contract performance.
  • Ensure that all required business licenses are obtained and maintained and that operations remain compliant with all applicable local labor laws in the respective country of performance.
  • Coordinate and facilitate travel requests within one (1) business day of receipt.
  • Ensure that all contractor and subcontractor personnel maintain appropriate and valid work authorizations (e.g., visas) as required for performance.

Required Qualifications:

  • US Citizen
  • Active Security Clearance
  • Bachelors’ Degree from an accredited institution in a business administration or management field
  • Demonstrated ten (10) years of project/program management experience
  • Demonstrated ten (10) years of experience in managing Government contracts with professional and administrative support services
  • Strong organization and interpersonal skills, with excellent oral and written communication skills
  • Possess a Project Management Professional (PMP) certification from the Project Management Institute (PMI)
  • Demonstrated Department of State experience, highly preferred.
