Job Description

Ultra I&C is seeking a Program Manager for its Austin, TX or San Diego, CA office to lead software development, systems integration, and sustainment programs for the United States Navy and United States Marine Corps. This position will manage geographically dispersed cross-functional teams between Austin, TX and San Diego, CA to ensure successful execution of programs against customer requirements, contract objectives, cost, schedule, and technical performance goals.The successful candidate will work closely with engineering, contracts, finance, procurement, and customers through all lifecycle phases to deliver capabilities that support mission-critical naval and marine corps operations.

Key Responsibilities

  • Manage multiple US Navy and/or Marine Corps programs through all phases of contract execution.
  • Monitor and manage program cost, schedule, and technical performance to ensure contractual requirements are met.
  • Deliver financial performance targets including revenue, margin, forecasts, and earned value metrics.
  • Develop and maintain program schedules, resource plans, and execution baselines.
  • Lead software and systems development efforts, engineering integration activities, and fielded capability enhancements.
  • Coordinate Engineering Change Proposals (ECPs), contract modifications, and customer-directed changes.
  • Identify, document, and mitigate programmatic and technical risks and opportunities.
  • Prepare and deliver program status reports, briefings, and presentations for internal leadership and customers.
  • Lead recurring customer meetings, Integrated Product Team (IPT) meetings, and milestone reviews.
  • Coordinate activities across geographically dispersed teams and functional organizations.
  • Collaborate with Contracts, Finance, Procurement, Engineering, and Operations teams to support program execution.
  • Manage the development and delivery of Contract Data Requirements Lists (CDRLs), including Program Management Plans, Risk Management Plans, and Monthly Status Reports.
  • Support proposal development, basis of estimate creation, and transition-to-execution activities for follow-on efforts and new contract awards.
  • Build and maintain effective working relationships with customers, teammates, and internal stakeholders.
  • Apply sound judgment and problem-solving skills to address program challenges and changing customer priorities.

Required Qualifications

  • Active Secret Security Clearance; ability to maintain clearance.
  • Bachelor's degree in Business, Engineering, Computer Science, Management, or a related discipline; equivalent experience may be considered.
  • 6+ years of experience managing DoD programs.
  • Experience managing software development, systems integration, engineering, or technical programs.
  • Experience with Engineering Change Proposals (ECPs), contract modifications, or requirements management.
  • Experience developing and maintaining project schedules and cost performance metrics.
  • Strong organizational skills with the ability to manage multiple priorities.
  • Strong written, verbal, and presentation communication skills.
  • Ability to travel up to 20% domestically and internationally.

Desired Qualifications

  • Project Management Professional (PMP) certification.
  • Experience supporting US Navy, Marine Corps, NAVWAR, NAVAIR, MCSC, or related defense organizations.
  • Experience with Command and Control (C2), Tactical Communications, Air and Missile Defense, or related defense systems.
  • Familiarity with Earned Value Management (EVM) principles and metrics.
  • Experience working within Agile software development or DevSecOps environments.
  • Experience with Cost-Plus, Firm Fixed Price (FFP), and Time-and-Materials (T&M) contracts.
  • Demonstrated ability to support customer growth initiatives and capture activities.
  • Experience coordinating cross-functional technical teams in a matrixed environment.
  • Ability to adapt to environments ranging from rapid prototyping and IR&D efforts to formal defense acquisition programs.
