Description
The Program Manager of Meals on Wheels oversees the daily operations of the Meals on Wheels coordination, ensuring high quality administrative service delivery, program compliance, and effective communication with clients, volunteers, and internal partners. This role reports to the Associate Director of ANS Programs and provides direct supervision of the Supervisor of Coordinators, the Data team, and Volunteer Coordinators. The Program Manager works closely with other Meals on Wheels leaders, including the Drivers Manager and Kitchen Managers, to support coordinated operations and consistent experience for clients. The Program Manager provides operational leadership, supports continuous improvement, and ensures the administrative components of the program function smoothly and effectively.
Essential Duties and Responsibilities
Program Operations
- Ensures that the senior's voice is heard, and the senior's ideas play a prominent role in programming.
- Supports alignment of services with the evolving needs of older adults by reviewing service data, trends, and best operational practices related to Meals on Wheels coordination.
- Recruit, train, supervise, and evaluate all coordination, data, volunteer and other approved administrative staff supporting the Meals on Wheels Program.
- Provide day-to-day leadership to ensure consistent, accurate, and responsive client coordination and scheduling processes.
Compliance and Reporting
- Ensure administrative compliance with SUA and other funder policies and procedures, maintaining required records and documentation related to Meals on Wheels coordination.
- Utilize the ServTracker database to manage program data, monitor service metrics, and generate reports that support program oversight and improvement.
- Oversee the Meals on Wheels data entry process into the SUA database and supervise staff responsible for data accuracy and timeliness.
- Support the preparation and submission of required reports related to program funding and compliance.
- Coordinate the distribution and collection of annual client satisfaction surveys and support outcome tracking related to administrative performance.
- Support the internal strategic review by providing clear, accurate program reports and explaining data trends and performance metrics to support evaluation and continuous improvement.
Community Relations and Internal Coordination
- Maintain effective working relationships with internal teams, including Driving and Kitchen leadership, to support coordinated Meals on Wheels operations.
- Communicate with community partners and service providers as needed to support client coordination and service continuity.
Staff and Volunteer Management
- Oversee volunteer coordination functions, including recruitment support, orientation processes, scheduling oversight, and recognition activities, in support of Volunteer Coordinators.
Program Support and Coverage
- Serve as administrative backup as needed to support continuity of services, including coverage for coordination functions during staff absences.
- Complete additional duties as assigned in support of program operations and organizational goals.
Staff and Volunteer Management
- Oversee volunteer coordination functions, including recruitment support, orientation processes, scheduling oversight, and recognition activities, in support of Volunteer Coordinators.
Program Support and Coverage

Supervisory Responsibility
- Supervisor of Meals on Wheels Coordinators, 1.0 FTE
o Responsible for overseeing a team of approximately 5.0 FTE Meals on Wheels Coordinators. The Program Manager provides leadership, direction, and performance oversight to the Program Coordination Supervisor to ensure effective coordination services.
- Data and Reporting Team, 3.0 FTE
o Direct supervision of staff responsible for program data entry, reporting, quality control, and compliance related to Meals on Wheels.
- Volunteer Coordinators, 2.0 FTE
o Direct supervision of staff responsible for volunteer coordination functions supporting Meals on Wheels operations.
- Total supervisory span, approximately 11 FTE
Working Conditions and Physical Requirements
- Travel to and from event locations, partner agencies and meal locations may be required
- Capability to lift up to 10 lbs. and perform light physical tasks.
- May require sitting for extended periods of time.
- The noise level is usually low to moderate.
Position Type and Expected Hours of Work
- Monday - Friday 8am to 4:30pm, Exempt
- Designated Holiday's and weekends

Salary
$58,000-$62,000 annual
Requirements
Minimum Qualifications
- Minimum of two years of program or operational leadership experience, preferably within community centered, human services, or public service programs, including responsibility for staff supervision and day-to-day operations.
- Demonstrated experience supervising staff, including coaching, performance feedback, leading team meetings, and supporting accountability and workflow management.
- Experience supporting compliance and reporting requirements for funded programs, including maintaining accurate records and documentation.
- Strong organizational and communication skills, with the ability to coordinate work across multiple teams and explain administrative processes clearly.
- Own transportation, valid Colorado driver's license, and state mandated automobile insurance.
Preferred Qualifications
- Experience supporting program evaluation activities, including reviewing service data, identifying operational trends, and contributing input to internal reviews or assessments.
- Experience working in Meals on Wheels, aging services, nutrition programs, or related community-based services.
- Experience working with program databases or case management systems, including data quality oversight and report preparation.
- Experience supporting volunteer coordination functions within a service delivery program.
- Bilingual
Knowledge and Skills
- Excellent computer skills, with demonstrated proficiency in Microsoft, and databased programs.
- Excellent verbal and written communication skills.
- Detail oriented with excellent organizational and record keeping skills.
