Job Description

Red Cedar TG is seeking a dynamic, proactive, and self-starting Program Manager/Senior Functional Analyst to join our team in O'Fallon, IL.

The salary range for this position is $95,000-$117,000 annually and is dependent on geographical location, qualifications, and experience.

Responsibilities

Program Management and OversightAs the Program Manager, the ideal candidate will provide leadership and oversight for all contractor personnel supporting the JOPES and TRANSVIZ functional management mission. Responsibilities include supervising staff, establishing work standards, assigning schedules, and communicating mission objectives and organizational policies to the team. The Program Manager also leads program reviews and performance reporting activities. Quarterly reviews assess system status, account management metrics, application testing results, and operational baselines for both JOPES and TransViz capabilities. Additionally, the Program Manager develops and maintains the Task Order Management Plan, which documents the contractor’s management structure, technical approach, and resource allocation necessary to accomplish the PWS tasks.JOPES Functional ManagementAs the Senior JOPES Functional Analyst component of this role provides subject matter expertise supporting operational planning systems used by USTRANSCOM and its component commands. Contractor personnel must be able to independently operate and assist Government personnel in using JOPES applications and related systems such as the TPFDD Management Tool, SMINT, GDSS, Web Scheduling and Movement, and associated UNIX or Windows environments. The Senior JOPES Functional Analyst also supports JOPES error processing and operational metrics, including identifying transaction failures, analyzing SMINT errors, resolving synchronization issues, and producing weekly system status and error reports. The role includes:

  • Supporting the Joint Staff Support Center in identifying and verifying application issues
  • Participating in system improvement initiatives, meetings, and working groups
  • Monitoring JOPES system status and troubleshooting operational degradation events
  • Coordinating outages and system incidents with USTRANSCOM operational organizations
  • Supporting functional testing of new applications and upgrades
  • Developing test plans and submitting test results and improvement recommendations

Account Administration and Community LiaisonThe Program Manager/Senior Functional Analyst oversees JOPES account management processes, ensuring account requests comply with functional management policies and that user permissions align with operational roles and OPLAN requirements. The role also supports the broader JOPES community by participating in the JOPES Action Group (JAG) and coordinating issues between USTRANSCOM, the Joint Staff Support Center, and other operational organizations

Requirements

  • Must have an active Secret clearance.
  • Bachelor’s degree in information technology, program management, business, logistics, or a related field preferred. Additional relevant years of experience may be substituted in lieu of a degree.
  • Knowledge of JOPES concepts, processes, and supporting applications used for deployment planning and execution.
  • Demonstrated experience managing programs, projects, or teams supporting Department of Defense command and control, transportation planning, or operational mission systems.
  • Proficiency in program management tools, methodologies, and reporting practices used to manage performance, schedules, deliverables, and risks.
  • Knowledge of contract execution and experience ensuring compliance with task order requirements, performance standards, and applicable regulations.
  • Knowledge of risk management and quality assurance practices, with the ability to identify, mitigate, monitor, and communicate program risks and issues.
  • Ability to develop, manage, and deliver program documentation, including management plans, status reports, performance metrics, meeting summaries, and action tracking.
  • Ability to operate and support JOPES-related applications and tools, including systems such as TPFDD management tools, SMINT, GDSS, and related planning or data management applications.
  • Knowledge of contingency planning processes, deployment workflows, and operational coordination within the Joint Planning and Execution Community.
  • Ability to analyze operational planning data, identify discrepancies, synchronization errors, and system issues, and recommend corrective actions.
  • Experience supporting or overseeing functional testing, validation, and implementation of system updates, enhancements, or new applications.
  • Knowledge of account management procedures, access control practices, and enterprise mission system support activities.
  • Demonstrated ability to interact with a wide variety of stakeholders and ensure timely, accurate, and professional responses across all communications, actions, and deliverables.
  • Exceptional written and verbal communication skills, including the ability to brief leadership, facilitate meetings, coordinate across organizations, and prepare clear technical and management documentation.
  • Superb planning, coordination, and organizational skills, with the ability to balance multiple priorities and maintain attention to detail while staying focused on mission objectives.
  • Ability to multitask, meet tight deadlines, and manage changing priorities in a high-tempo operational environment.
  • Ability to work both independently and within a team, while fostering collaboration, innovation, accountability, and continuous improvement.
  • Ability to lead technical and functional personnel, assign tasks, manage workloads, and maintain alignment with program priorities.
  • Demonstrated good judgment and a pragmatic approach to delivering solutions that balance mission requirements, business constraints, and technical realities.
  • Results-driven with a positive attitude, strong initiative, responsiveness, and a solid work ethic.
  • Active desire to learn and adapt to new systems, requirements, and mission needs.
  • Skillful time management and organizational discipline to establish priorities and meet deadlines.
  • Ability to work nights, weekends, and holidays as required in support of mission needs.
  • Ability to travel up to 10% as required.

Desired

  • 10+ years DoD/TRANSCOM program management, contract execution, stakeholder engagement, risk/quality management.
  • Possesses a PMP (Project Management Professional), Certified ScrumMaster (CSM), PMI-ACP, or other Agile program management certification.
  • Possesses a DoD Architecture Framework (DoDAF). Model-Based Systems Engineering (MBSE), data analytics or data visualization-related related certification.
  • Prior experience supporting USTRANSCOM, Joint Staff, combatant command, or global mobility operations.
  • Knowledge of GCCS-J operational concepts and related command and control environments.
  • Experience supporting classified operational planning systems or mission support environments.
  • Experience serving as a liaison among Government stakeholders, technical teams, and functional users to resolve issues and maintain continuity of operations.
  • Familiarity with JOPES Action Group activities, joint planning forums, or operational working groups.
  • Experience with operational metrics, performance dashboards, or data visualization approaches supporting mission reporting.
  • Experience supporting enterprise-level transportation, deployment, or mobility planning operations involving multiple organizations and external stakeholders.
  • Knowledge of DoD operational planning doctrine, mobility processes, and joint deployment procedures.
  • Familiarity with continuous process improvement practices that improve service delivery, accountability, and mission support outcomes
