Job Description

The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Behavioral Health and Developmental Disabilities Division, Treatment Bureau.

This position is responsible for the state-level program management, oversight, and monitoring of Montana's Certified Community Behavioral Health Clinic (CCBHC) initiative. This role ensures that all participating clinics comply with federal regulations, state requirements, Centers for Medicare and Medicaid Services (CMS) and the Substance Abuse and Mental Health Services Administration (SAMHSA) CCBHC Certification Criteria. The Program Specialist serves as the primary technical resource for CCBHC providers, providing guidance on compliance, quality monitoring, and integrity of service delivery models.

Qualifications for this Career Opportunity

  • Knowledge of the Certified Community Behavioral Health Clinic (CCBHC) model, its core services, and the SAMHSA Certification Criteria.

  • Knowledge of the Centers of Medicare and Medicaid (CMS) CCBHC Demonstration Guidance (Cost Reporting and Prospective Payment System), state plan, waivers, and payment processes

  • Advanced knowledge of federal and state laws, regulations, and policies related to Medicaid and behavioral health funding and service delivery.

  • Strong understanding of quality assurance, performance measurement, and data-driven program evaluation methodologies (specifically related to behavioral health quality metrics).

  • Meet minimum qualifications:

  • Bachelor's Degree in public health, public administration, human services, social work, behavioral health, or a closely related field.

  • Three years of professional experience in healthcare, public health, or behavioral health program management, with a strong focus on regulatory compliance, quality improvement, or contract monitoring.

  • Other combinations of related education and experience may be considered on a case-by-case basis.

Additional Information

This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy.

This position may be eligible for a statutory $1.00 an hour base pay increase effective July 1, 2026.
