Programs Field Representative

H11A CAP Annual Salary $54,275.15 + Full State Employee Benefits

Travel is occasional. Must possess a valid driver's license and must maintain required car insurance.

Serve as liaison between Community Living, Aging and Protective Services (CAP) state office and local Area Agency on Aging (AAA) that is actively involved in the service delivery to provide statewide service, and local sub-agencies within an assigned geographical area to advise local personnel and to evaluate multi-function human services or resource programs.

Minimum QualificationsA master’s degree and three years of professional experience in social work, child support, adult protective services, child welfare, early childhood development and education, guidance and counseling, nursing, intellectual disability, probation and parole, public administration, community-based prevention and diversionary youth services programs, juvenile justice, rehabilitation counseling, vocational evaluation or vocational rehabilitation;OR an equivalent combination and experience, substituting 1 additional year of qualifying experience for each year of the required education. *Professional experience in the fields listed must have been the primary job responsibility to be considered as qualifying. Incidental performance of professional work in any area(s) shall not be considered.Job Duties

  • Ensure proper interpretation and uniform application of policies, procedures, rules, and regulations; conducts on-site assessments and desk audits to analyze and evaluate area agency administration, program plans; prepares written reports and recommendations regarding general status and progress of local programs; and advises local administrators on all phases of program management.

  • Conducts on-site staff meetings and training sessions to provide information about program policies, procedures, etc., and to communicate relevant changes.

  • Counsels with local officials about needs and problems at the local level and provides professional advice and guidance to assure proper program management and to improve professional practices and techniques.

  • Regularly conducts frequent on-site visits assigned area of he state as a representative of Community Living, Aging and Protective Services to ensure proper interpretation and uniform application of policies, procedures, rules and regulations of the Title III Older Americans Act (OAA), or other human services or human resources programs.

  • Reviews records, files, and other documents, personally observes activities of local staff to determine quality and quantity of work performed.

  • Analyzes and evaluates both administrative, program plans, and operations on an on-going basis.

  • Assists with technical support on written reports and recommendations for headquarters regarding the general status and progress of each local program for which responsible; presents findings about relevant problems or issues to the state office; as directed, conducts studies and investigations of unusual occurrences or special projects within the assigned program area.

  • Makes recommendations on developing, preparing and implementing policies, rules, procedures and regulations for administration and provide technical assistance of various program activities at the local level.

  • Performs related work as required and assigned. Attend meetings, seminars, and conferences as directed. Perform other duties as assigned.

  • Monitors grants related to the Older Americans Act (OAA) by contract monitoring the Area Agencies on Aging (AAA).

Preference may be given to applicants with experience in federal and state grant administration, contract monitoring, working with older adults, familiarity with the Older Americans Act program, case management and awareness of Area Agencies on Aging in Oklahoma.
