Overview

We are seeking an experienced Project Manager 2 to lead the implementation of OpenGov software solutions for a Virginia government agency. This role will oversee project planning, execution, stakeholder engagement, and implementation activities to ensure successful delivery of the OpenGov platform. The ideal candidate is a collaborative project leader with strong organizational, communication, and software implementation experience who can guide cross-functional teams through a complex technology transformation.

Job Description

The Project Manager 2 will oversee the planning, coordination, execution, and successful implementation of the OpenGov software platform across the organization. This position serves as the primary liaison between internal departments, OpenGov implementation teams, and external stakeholders while ensuring project milestones, deliverables, timelines, and operational requirements are achieved. The role requires strong project management expertise, effective stakeholder communication, risk management, and leadership throughout the implementation lifecycle.

Responsibilities

Project Planning & Coordination

  • Develop and maintain comprehensive project plans, schedules, milestones, dependencies, and resource plans.
  • Coordinate project activities between internal business units, OpenGov implementation teams, and external partners.
  • Facilitate project kickoff meetings, status meetings, and progress reviews.
  • Identify project risks, issues, and barriers while implementing mitigation strategies to maintain project success.

Implementation Management

  • Oversee software implementation activities including configuration, testing, validation, and deployment.
  • Ensure project documentation, workflows, and required data are prepared for successful system integration.
  • Monitor project progress against established milestones and adjust schedules when necessary.
  • Track team deliverables and ensure assigned tasks are completed within established deadlines.

Communication & Stakeholder Management

  • Serve as the primary point of contact for all implementation-related communications.
  • Provide regular project status updates to executive leadership, department leaders, and implementation partners.
  • Facilitate decision-making processes and maintain documentation for project changes and scope updates.
  • Build strong relationships with stakeholders to ensure alignment throughout the implementation.

Training & User Adoption

  • Coordinate end-user training sessions with implementation partners or internal trainers.
  • Support organizational readiness for new system workflows and functionality.
  • Promote successful adoption of OpenGov solutions across the organization.

Documentation & Reporting

  • Develop and maintain project documentation including project plans, meeting minutes, change logs, and status reports.
  • Track project performance metrics and prepare post-implementation evaluations.
  • Maintain accurate records to support project governance and compliance requirements.

Requirements

Minimum Qualifications

  • Minimum 6 years of experience with project management principles, methodologies, and software implementation practices.
  • Minimum 6 years of experience with workflow design, process mapping, and change management best practices.
  • Minimum 6 years of experience managing multiple priorities, deadlines, and stakeholder relationships.
  • Minimum 6 years of experience demonstrating strong written and verbal communication skills.
  • Minimum 6 years of experience in problem-solving, decision-making, and conflict resolution.
  • Minimum 6 years of experience using project management tools such as MS Project, Asana, Monday.com, or Smartsheet.
  • Minimum 6 years of experience leading cross-functional teams through organizational change.
  • Minimum 6 years of experience translating technical concepts into user-friendly language.
  • Minimum 6 years of experience adapting to evolving project requirements while working under pressure.
  • Minimum 6 years of experience managing large-scale implementations with accuracy and attention to detail.
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
  • Must physically reside within the United States for the duration of the assignment.
  • Local Richmond-area candidates are strongly preferred.
  • Must be able to interview via both webcam and in person.
  • Must be able to work onsite as required.

Preferred Qualifications

  • Minimum 6 years of familiarity with government or public-sector operations.

This is a 1099 Contract opportunity.

Pay Rate:$73 – $93 per hour

Schedule

  • Start Date: 07/24/2026
  • End Date: 02/05/2027
  • Assignment Duration: Approximately 6.5 months
  • Initial work arrangement is fully onsite.
  • A hybrid schedule may be considered after the initial onsite period based on business needs.

This position is initially onsite. Candidates must be able to report to the Richmond worksite as required. A hybrid schedule may become available after the initial implementation phase.
