Job Description

BRIC is recruiting a senior Project Manager (PM) to lead a prospective DOE SPRPMO Management and Technical Support Services task order. The PM will be the contractor's senior point of accountability for integrated financial, business, technical, administrative, and special-project support; will direct staffing and subcontractor performance; and will establish an operating model that delivers reliable mission support with minimal Government intervention.

*This position is contingent upon contract award.*

Responsibilities:

  • Serve as the senior contractor management interface with DOE SPRPMO leadership, the Contracting Officer, and COR.
  • Direct organization, staffing, workload allocation, performance management, succession coverage, and subcontractor integration across all PWS functions.
  • Establish clear lines of authority, decision rights, escalation paths, management controls, and cross-functional coordination mechanisms.
  • Manage technical, schedule, cost, financial, quality, security, safety, and administrative performance and implement corrective actions before issues affect mission outcomes.
  • Ensure recurring and ad hoc deliverables are accurate, timely, compliant, and produced with minimal rework.
  • Lead transition activities, including onboarding, clearance/access readiness, knowledge transfer, continuity, and 30/60/90-day execution priorities.
  • Drive measurable process improvement, labor efficiency, cost control, and waste reduction while maintaining required service levels.
  • Maintain effective coordination with DOE, SPR site organizations, other DOE contractors, and subcontractors while preserving non-personal-services boundaries.
  • Oversee compliance with applicable DOE security, cyber, safety, quality, OCI, travel, and site-access requirements.
  • Lead response to surge requirements, assessments, special projects, and mission-driven events within contract scope.
  • Other duties as assigned.

Qualifications:

  • Active DOE Q security clearance at time of proposal and ability to maintain the clearance throughout performance.
  • Demonstrated senior program/project-management experience leading complex Federal or comparably regulated mission-support programs.
  • Demonstrated ability to lead multidisciplinary teams, allocate resources, manage competing priorities, oversee subcontractors, and maintain continuity of operations.
  • Proven experience managing performance against contractual deliverables, quality standards, schedule, risk, and customer expectations.
  • Documented examples of personally resolving significant management, technical, logistical, or operational challenges using specific methods or non-standard techniques.
  • Quantifiable accomplishments showing improved performance, efficiency, cost, schedule, quality, risk, or customer outcomes.
  • Strong executive communication skills and ability to brief senior Government and contractor leadership.
  • Ability to work primarily on-site in New Orleans and travel to SPR facilities as required.
  • Ability and willingness to execute a two-year Key Personnel Letter of Commitment if selected for proposal submission.

Desired Qualifications:

  • Direct experience supporting the DOE Strategic Petroleum Reserve, Office of Petroleum Reserves, or another DOE mission in a comparable operating environment.
  • Experience in one or more SPR-relevant disciplines: financial/budget management, audit/internal controls, security/emergency response, ES&H, quality assurance, scheduling/configuration management, cost estimating, IT/business systems, or administrative operations.
  • Experience with DOE systems/processes such as STARS, STRIPES, BFADS, BARC, iPortal, SharePoint, Power BI, K2 workflows, EVM/EAC, or DOE project controls.
  • PMP, PgMP, PE, MBA, FAC-COR, DOE Federal Project Director credential, Lean Six Sigma, or other relevant professional certification.
  • Prior Federal service-contract transition experience and demonstrated process improvement or cost-reduction results.
