Position Overview

A government agency in Oklahoma City is seeking an experienced Project Manager to join its Project Management Office (PMO).

The Project Manager will be responsible for leading medium- to highly complex initiatives through the complete project lifecycle-from initiation and planning through execution, implementation, and closure.

This role requires a strong project leader who can effectively manage stakeholders, vendors, project teams, budgets, schedules, risks, dependencies, and deliverables while ensuring projects remain aligned with organizational objectives and applicable federal, state, and agency requirements.

The ideal candidate will have extensive experience managing enterprise-level projects in structured PMO environments and be comfortable working across Waterfall, Agile, and Hybrid delivery methodologies.

Key Responsibilities

  • Lead medium to extra-large, complex projects through the complete project management lifecycle.
  • Define and manage project scope, objectives, schedules, milestones, budgets, resources, dependencies, and deliverables.
  • Develop comprehensive project plans using appropriate project management methodologies, processes, and tools.
  • Build, organize, lead, and manage cross-functional project teams.
  • Coordinate activities among internal stakeholders, subject matter experts, technical teams, business teams, vendors, and independent third parties.
  • Manage project risks, issues, assumptions, constraints, and dependencies while proactively resolving blockers and escalating critical issues when necessary.
  • Develop and maintain project status reports for stakeholders, executive leadership, and PMO reporting.
  • Track and report key project metrics used within the organization's PMO dashboards.
  • Manage project change requests and implement formal change management practices in accordance with agency and PMO standards.
  • Forecast resource requirements and coordinate the acquisition and allocation of resources necessary to meet project objectives.
  • Monitor project budgets and ensure projects remain within approved financial parameters.
  • Ensure project activities and deliverables comply with applicable federal, state, agency, contractual, and governance requirements.
  • Manage vendor relationships, contractual obligations, project deliverables, and vendor performance.
  • Facilitate and manage contract-related processes from project initiation through contract and project closure.
  • Conduct gap analysis and root cause analysis to identify project challenges and recommend corrective actions.
  • Develop recommendations and recovery strategies to support successful project outcomes.
  • Facilitate project meetings, workshops, stakeholder discussions, decision-making sessions, and issue-resolution activities.
  • Lead group facilitation efforts, particularly when coordination with an independent third party is required.
  • Manage implementation activities and ensure successful transition into production or operational environments.
  • Perform formal project closure activities, including final documentation, lessons learned, stakeholder acceptance, and transition of responsibilities.

Required Qualifications

  • 10+ years of professional project management experience.
  • Demonstrated experience managing complex enterprise projects from initiation through implementation and closure.
  • Strong hands-on experience with:
    • Waterfall
    • Agile
    • Hybrid Project Management methodologies
  • Strong understanding of the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) Guide and Standards.
  • Experience working within a structured Project Management Office (PMO) environment.
  • Strong familiarity with and/or hands-on experience using Microsoft Project (MS Project).
  • Experience managing project schedules, budgets, resources, risks, issues, vendors, contracts, and stakeholders.
  • Strong experience developing project status reports, executive updates, and PMO metrics.
  • Experience with change management, risk mitigation, resource planning, and project governance.
  • Ability to perform and lead gap analysis and root cause analysis.
  • Strong facilitation and stakeholder-management capabilities.
  • Excellent verbal and written communication skills.
  • Ability to communicate professionally with executives, business stakeholders, technical teams, vendors, and other organizational personnel.
  • Strong analytical, problem-solving, critical-thinking, and decision-making skills.
  • Ability to manage multiple priorities and projects simultaneously.
  • Highly organized, detail-oriented, and capable of working effectively in a deadline-driven environment.

Preferred Background

Candidates with previous experience supporting government agencies, state organizations, regulated environments, or large enterprise PMOs will be particularly relevant for this engagement.

Important Onsite Requirement

This is a hybrid position based in Oklahoma City, Oklahoma.

The selected consultant must be available to work onsite a minimum of three days per work week. Additional onsite days may be required depending on project activities, stakeholder meetings, implementation requirements, or other business needs.
