Overview
Job Description
- Coordinate initial planning efforts (site studies, surveys, budgets, estimates, schedules) and develop the project schedule using VA-approved software with milestones and phasing strategies.
- Develop a Project Management Plan covering communication, schedule, quality, and risk; coordinate stakeholder meetings; and maintain Project Tracking Reports in the VHA Capital Assets database tied to FCA items in the CAI.
- Participate in value engineering workshops and conduct market analysis and constructability reviews, advising on cost-reducing alternatives and any defects or omissions in contract documents.
- Monitor financial data, pay applications, change orders, and cost projections; maintain daily inspection logs and current schedules; coordinate with the General Contractor on slippages; and immediately advise of cost overruns.
- Conduct progress meetings, track all required tests and inspections, support commissioning per the Whole Building Commissioning Process Manual, and maintain marked-up plans for as-built drawings.
- Provide claims and dispute resolution support (reports, appeal files, time impact analyses) and assist with permitting, including air permits, SWPPP, NEPA, Section 106, and city/county/state permits.
- Serve as on-site lead and the Contractor's authorized point of contact, overseeing Task Order personnel and ensuring compliance with contract terms.
- Ensure services meet or exceed TJC, OSHA, and VA design standards (TIL), using VA construction management software and the VHA Capital Assets database for project records.
- Coordinate offsite reach-back SME support on permitting, environmental, and discipline-specific topics.
- A strong communicator able to coordinate multiple project stakeholders.
- Experienced in healthcare construction environments.
- Detail-oriented with strong documentation and reporting skills.
- Comfortable managing complex infrastructure upgrades within operational facilities.
- Bachelor’s degree in engineering, architecture, project management, construction management, or a related discipline from an accredited institution.
- Can substitute education requirement with additional five (5) years of relevant experience and Project Management (PMP or FAC-PPM) certification.
- Minimum of five (5) years of experience providing project management on facility design and construction projects, with specific experience supporting remodel and upgrade of existing facilities.
- Demonstrated experience supporting healthcare facility projects.
- Comprehensive understanding of building codes and Joint Commission requirements for healthcare facilities and an ability to work with permitting agencies.
- Strong written and verbal communication skills
- Ability to interpret/coordinate A-E plans, as well as read, understand and apply standard to complex documents affecting construction project, including but not limited to agreements/contracts, work letters, project charters, surveys and drawings.
- Must be a U.S. citizen.
- Must be able to obtain and maintain a Government Personal Identity Verification (PIV) card with both logical (VA network) and physical access following a favorable VA background check.
